Biography
Victor Melkhiorovich Kress was born on November 16, 1948 in the village of Vlasovo-Dvorino, Kostroma Region.
In 1971 he graduated from the Agronomy Department of the Novosibirsk Agricultural Institute, and in 1991 – the Russian Academy of Management with a degree in political science. He received a Candidate of Economic Sciences.
From 1971 to 1975 he worked as the chief agronomist of the Kornilovsky state farm (Tomsk region).
In 1975 he became the director of the state farm “Rodina” (Tomsk region), and in 1979 – the chairman of the regional association “Selkhozkhimiya”.
From 1986 to 1987 he was deputy chairman of the agro-industrial committee of the Tomsk region for production.
From 1987 to 1990 he was the first secretary of the Pervomaisky district committee of the CPSU (Tomsk region).
In 1990 he became a deputy of the regional Council of People’s Deputies, then headed it.
On October 20, 1991, he was appointed as the head of the administration of the Tomsk region.
From 1995 to 2012 he was the governor of the Tomsk region.
In 2013 he became a member of the Federation Council.
Kress's awards include: the medal “For Labor Valor” (1976), Order of the Badge of Honor (1986), Order of Merit for the Fatherland, IV degree (1998), Order of the Russian Orthodox Church of St. Prince Daniel of Moscow, I degree (2002), badge of distinction “For Merit to the Tomsk Region” (2004), Order of St. Sergius of Radonezh, 1st Class (2008), Order of Merit for the Fatherland, 3rd Class (2008), Order of Merit for the Fatherland, 2nd Class (2012).
