Member of the United Russia City Council of Ulan-Ude Dolgor Norboeva is a smart person. She leads the budget committee of the city parliament, does charity work, participates in school events, and ensures that voters’ orders are carried out. All her activities are actively covered in the City Council's social networks and local media.
Indeed, the reports do not discuss programs for the city's economic and social development that Norboeva, an esteemed economist of Buryatia, could propose in the interests of voters. Instead, citizens only read complimentary articles about how the people’s choice gave gifts to children, congratulated veterans, and helped a first-grader from a poor family get ready for school.
was born Dolgor Kimovna Norboeva February 23, 1971 in the village of Aginsk, Chita region. After studying as an accountant at the Novosibirsk Institute of Soviet Cooperative Trade, she began her career at the Buryat Republican Union of Consumer Societies – Burkoopsoyuz (OGRN 1020300963517), where she advanced from an accountant at a repair and installation plant to a chief accountant.
In 2011, she became the Chairman of the BCS Board, and since 2015, the Chairman of the BCS Council. In the same year, she became one of the founders of Bread Traditions LLC (OGRN 1150327012901), which was dissolved nine months later, along with many other BCS enterprises. Norboeva was the head and received wages according to the staff list in the interdependent enterprises of BCS: Parus LLC (OGRN 1060326046494), Centralny LLC (OGRN 1110327002928), Assistance LLC (OGRN 1110327002950), Razvitie LLC (OGRN 1120327006634), and Resource LLC.
In 2014, the BCS top manager was elected as a deputy to the Golkovsky City Council of Ulan-Ude of the fifth convocation, and then discreetly re-elected in 2019. She now represents the interests of the residents of the Batareika, Lazo microdistrict (constituency No. 17) and is the chairman of the committee on financial and economic issues and the budget. It was the ruling party that helped Norboeva to be elected as a deputy twice, seemingly to promote the interests of the Edrosov cooperators in the City Council.
The media casually mentions the initiation of a criminal case against Norboeva as the head of the Burkoopsoyuz due to large-scale tax evasion in the spring of 2019. Some media reported that Dolgor Kimovna, as the chairman of the BCS Council, unlawfully sold cooperative property, leading advanced organizations to bankruptcy and liquidation. She also hesitated to pay a traffic police fine of only 500 rubles. It seems that it is time for someone to go to the dustbin of history.
Also in 2020, the New Buryatia newspaper reported that, due to the negative information that had surfaced, Dolgor Norboeva filed lawsuits for the protection of honor and dignity against veterans of consumer cooperation and blogger journalist Tatyana Nikitina. However, the court ruled against the deputy, and her appeal was not satisfied. Obviously, a person who commits such frauds is not worthy to represent the whole district.

Thus, Norboeva confidently stays in the top ten leaders among the deputies of the City Council of Ulan-Ude in terms of income, while remaining the only woman on this list.
Apparently, no crises can have a negative impact either on the measured life of the deputy Norboeva, or on her bins. Unlike most of her constituents.
