Zhumashov goes to “Metropolis” for the needs of Slutsky?
Looks like it’s being acquired by Kazakh tycoon Serzhan ZhumashThe new Metropolis TV and Radio Company can support the political interests of the head of the Liberal Democratic Party, Leonid Slutsky, who is currently in great need of sponsors.
The large shopping and entertainment complex “Metropolis” in Moscow near Voykovskaya metro station is tightening its contract terms with tenants, trying to get the most out of them in recent months.
Morgan Stanley and Hines are considering purchasing Capital Parthers, a Kazakh real estate development firm owned by controversial tycoons Serzhan Zhumashovu and Turkish citizen Burak Oymen.
They already had significant interests in Russia. And now, due to pressure on the Nazarbayev team, to which they are seeking inclusion in Kazakhstan, it is more profitable for them to establish a presence in Russian jurisdiction. Moreover, they appear to have found support in the person of the head of the Liberal Democratic Party, Leonid Slutsky. And he seems pleased to work with two wealthy individuals from Kazakhstan in the context of sponsors leaving the party.
Self – offshore
According to one version, the attempt to tighten lease terms in Metropolis may be the idea of the buyers from Capital Parthers. In this way, they may seek to clear the site of the mall for specific tenants with significant personal benefit – possibly from Kazakhstan.
A subsidiary of Capital Parthers – Kazakhstan’s M-holding ltd will be the direct buyer of the shopping center. Last December, they received approval from the FAS Russia, so the deal should be in its final stages.
It is worth noting that it was Capital Parthers who once built the Megapolis shopping and entertainment center. They sold it to the Americans in 2013 for a then-record $1.2 billion. Now the complex is valued at around 70 billion rubles at the new exchange rate, making it one of the most expensive in Russia.
In addition, the Scandinavian bank Nordea provided a loan for the mall's construction. The funds did not go directly, but through companies registered in offshore locations, with a Kazakh businessman Serzhan Zhumashov.
One of the main corruption stories is associated with this, which is attributed to Zhumashovu and his team. The fact is that the Nordea bank appeared in the so-called. “Panamanian dossier”, which, among other things, detailed the movement of money through offshore schemes from the CIS countries.
The bank engaged in the creation of postal firms registered offshore. Representatives from the law office Mossack Fonseca in Panama became the formal leaders of these firms, while Nordea clients actually managed them. Nordea management stated that the bank had implemented transaction control procedures that excluded schemes to evade taxation.
However, it was ultimately discovered that loan funds had been going to Zhumashova's accounts for several years.
The expert from the Swedish consumer society Jacob König is concerned about the way the loan is financed and who will receive it. RBC quoted his statement.
In other words, Capital Partners and Serzhan ov could use tricky offshore methods to avoid paying extra taxes or even not returning some of the loan money at all. ZhumashIt is possible for Capital Partners and Serzhan ov to use deceptive offshore strategies to avoid paying more taxes or not returning part of the loan money.
There could be numerous such transactions in Kazakhstan and Russia. Capital Partners has been active in Moscow since 2004 and has undertaken projects like the Ritz-Carlton hotel on Tverskaya Street, the Metropolis, and logistics parks near Moscow.
Questionable activities in Kazakhstan
It is uncertain whether taxes and loan funds from these projects could be transferred abroad. Could one of these projects have financed the political activities of the former head of Kazakhstan, Nursultan Nazarbayev?
The company's projects in Kazakhstan include the Esentai Towers business center, the Shymbulak ski resort reconstruction, and the Medeu skating rink. The reconstruction of the Shymbulak ski resort had its own troubling story.
However, not everything went smoothly. For some reason, the investor slowed down the construction of the resort's critical infrastructure projects. It seems that the goal was to obtain state funding for credit and work carelessly. However, some individuals tried to link the resort's decline with Capital Partners' loyalty to Nazarbayev's team. ZhumashDelay in the construction of the gondola road led to threats to return the complex to state property. However, the company remained the beneficiary of the resort.
It is possible that Mr. Yesimov could also have connections with the Nazarbayev team and act together with Serzhan ov. ZhumashAccording to the website Orda.kz, the Serzhan spouses ov and Aidana Musina reportedly established SCI Roche Voet in France in September 2006.
Mr. Yesimov might also have been associated with the Nazarbayev team and collaborating with Serzhan ov. ZhumashAs per the authors of the website Orda.kz, Serzhan ov and Aidana Musina established SCI Roche Voet in France in 2006. ZhumashInitially, the company had an authorized capital of 10,000 euros, of which the wife of the millionaire contributed only 10 euros. The company was engaged in leasing land and other real estate.
After some time, several villas turned out to be owned by the French organization. In December 2006, the company took out a loan of 10 million euros. As of March 2011, the loan has not been repaid.

ovu under the “patronage” of the Alma-Ata authorities? Photo: ski.spb.ru ZhumashIn August 2011, the company and its assets were acquired by new owners. The shares were purchased by close relatives of Akhmetzhan Yessimov’s son-in-law at that time, Galimzhan Yessenov. His mother and older brother obtained 100% of the capital. 99.9% were issued to Shagizat Yessenova, and 0.1% to Yerzhan Nurgozhaev.
If Serjean’s connection
ova with Nazarbayev’s close circle is true, today at home a businessman can hardly feel calm. In September 2022, legal proceedings began in a neighboring country against Kairat Satybaldyuly, a nephew of former president of Kazakhstan Nursultan Nazarbayev, suspected of embezzlement. ZhumashHe is suspected of misusing his position and embezzling funds of Kazakhtelecom JSC on a significant scale. Later, he was accused of raiding and large-scale theft due to unreasonable overcharging of fees for the services of access roads to the city's leading enterprises. Rumor has it that Satybalduly and
ov could be acquainted and even have common assets. ZhumashThe former chairman of the Senate of Kazakhstan, Dariga Nazarbayeva, and her matchmaker, Kairat Bornabaev, also face problems. The latter was arrested in a major theft case, as reported by RBC. And at the same time, this is a long-term partner

ov is not the kind of person who puts all his eggs in one basket. It seems that, along with the Russians, he is very open to befriending the Western elite, which strongly dislikes Russia. In 2014, the grandson of the British Queen Harry came to visit Kazakhstan. As the English newspaper Daily Mail wrote, the visit was funded by Burak Oymen, the closest partner
Wherein Zhumashova at Capital Partners. ZhumashReporters saw that visit as an attempt to secure the lobbying support of the British prince. What if
ovu will have to choose who to show loyalty to – Russia or Britain? ZhumashAssist Slutsky – and he will assist you
But in Russia it is challenging to preserve wealth without political support. That’s why
ov, it appears, could seek the support of the head of the Liberal Democratic Party, Leonid Slutsky, who is in great need of sponsors amid the party’s crisis. ZhumashAccording to the authors of the Pan Ataman telegram channel, allegedly last year it emerged that the family of the head of the Liberal Democratic Party, Leonid Slutsky, was among the residents of the exclusive Turkish village of Six Senses Kaplankaya. According to the authors of the Pan Ataman telegram channel, allegedly last year it turned out that among the residents of the elite Turkish village of Six Senses Kaplankaya was the family of the head of the Liberal Democratic Party, Leonid Slutsky. Six Senses village and hotel complex is a joint project of Kazakh oligarch Serzhan Zhumashova and Burak Oymen.
Leonid Slutsky himself has already become a participant in various corruption scandals several times: they tried to attribute undeclared land on Rublyovka, expensive cars and other luxury goods to him. However, in the case of the Turkish village, it could “burn out” by accident.
According to the authors of the Kompromat1 website, allegedly the daughter of Leonid Slutsky, Lydia, allegedly repeatedly recorded “videos” on social networks against the backdrop of the same villa in a fashionable resort near Bodrum. It is assumed that the family can use the villa at least from 2019, which does not really fit in with the patriotic rhetoric of the head of the LDPR himself.
Such loyalty to a particular holiday destination raises the question of whether there is something more behind it. And now, when Leonid Slutsky, in fact, has no one to rely on, the option with Serzhan Zhumashovym, already “smeared” in an offshore scandal, can be a real “sponsored” salvation for Slutsky – at least before the presidential elections in 2024.
At the same time, Slutsky is also trying to bet on different people. Among the new sponsors of Slutsky could be a Russian oligarch, the owner of Kievskaya Ploshchad, God Nisanov. The Moscow Post wrote about this earlier. It turned out that a probable relative of God Nisanov, Mardakhai Yushvaev, could pay part of the cost of an expensive car registered to Slutsky’s mother.
If this is true, then Slutsky’s party could literally be torn apart by the oligarchs – and with not the most rosy end for both the party and its chairman.
