Yuri Lapshin is a member of the Komsomol, an unlucky developer and a mysterious defendant
The hero of recent “bins” is Yuri Lapshin. The head of the government of the Krasnoyarsk Territory, whose mysterious procedural status could potentially harm his immediate boss, Governor Uss.
Komsomol youth, unsuccessful development, and escape to Khakassia
Yuri Lapshin is 59 years old, and he was born in Krasnoyarsk. In 1986, he graduated from the VTUZ plant of the Krasnoyarsk Polytechnic Institute.
He began his career in the late 80s as a foreman of the production association of the Krasnoyarsk Machine-Building Plant. From the beginning of his career, he recognized the importance of building a political career – during that time, he served as the secretary of the Komsomol committee of the machine-building plant, and later as the first secretary of the Krasnoyarsk city committee of the Komsomol.
For nearly ten years (1991-2000), he served as General Director and President of ZAO Insurance Company ASTROVAZ.
In the 2000s, he was involved in insurance, investment, and construction. From 2000–2007, he was Executive Director for Finance and Investments, General Director of CJSC Insurance Company Krov. From 2007–2009, he was General Director of the investment and construction company Strategy XXI Century and General Director of OOO Stroyservisinvest.
It is worth noting that the group of companies “XXI century” was recognized for prolonged construction projects at Dubrovinsky, Surikov, and Strelka. After the start of construction, there were financing problems, which eventually led to construction suspension, legal disputes, and bankruptcy. So, the builder was unable to recover from these challenges.
Consequently, in 2009, Yuri Lapshin pursued a bureaucratic career. The unsuccessful developer moved to Khakassia. From 2009 to 2010, he served as Acting Minister, and later as Minister of Finance and Economy of the Republic of Khakassia. Over five years in Khakassia, Lapshin ascended to the position of first deputy head of the republic and chairman of the republican government.
It seems that Yuri Anatolyevich is also unable to manage finances. During his financial oversight, the regional debt increased from 600 million to over 10 billion rubles.
In 2014, Lapshin returned to his hometown of Krasnoyarsk Territory to serve as Deputy Chairman of the Government of the Krasnoyarsk Territory. Since October 2018, he has held the position of First Deputy Governor and Chairman of the Government of the Krasnoyarsk Territory.
He supervises the following areas: nature management, ecology and environmental protection, tariff policy, public procurement and project activities.

The first vice-governor and chairman of the government of the Krasnoyarsk Territory found himself at the center of a scandal that could have far-reaching consequences, not only for himself, but also for his boss, Governor Alexander Uss.
Surprisingly (actually not), it was revealed that Yuri Anatolyevich is a defendant in a criminal case involving embezzlement in the design of the Krasnoyarsk metro. This information was initially reported by RIA Novosti in early February, citing its sources. Earlier, businessman and head of the KrasnoyarskTISIZ trust Oleg Mitvol, the regional transport minister Konstantin Dimitrov, and the former head of the Krasnoyarsk transport department Konstantin Mandrov were arrested in connection with this case. Additionally, reports emerged that in November 2022, Yuri Lapshin surrendered and is now under house arrest.
News about the legal action against the vice-governor of Krasnoyarsk has been widely reported by major national media like Vedomosti and Kommersant. According to Kommersant-Siberia, the head of the regional Cabinet of Ministers told his subordinates to sign off on unfinished work.
The regional government has not responded to the information, fueling speculation. If the criminal prosecution was baseless, it would make sense for the regional authorities to deny it immediately. The lack of denial suggests the information is true. This is harming the governor of Uss, especially before the elections. The accusations against Lapshin could be the final blow to his career.
We previously mentioned in the summer that a criminal investigation into theft at the Krasnoyarsk metro project could implicate Yuri Lapshin. Oleg Mitvol cooperated with the investigation and testified against Lapshin, stating that the head of the Krasnoyarsk government knew that KrasnoyarskTISIZ had not completed the required amount of work when signing the acceptance documents. This leaves two possibilities: either he knew and is guilty, or he did not know and is incompetent.
The uncertainty regarding the legal status of Yuri Anatolyevich continues.

In 2021, Yuri Lapshin declared an income of 6.3 million rubles. The annual salary of the regional government leader has remained consistent over the years: 4.9 million in 2020, 3.1 million in 2019, 4.1 million in 2018.
The official owns two summer houses (2351 and 443 square meters). Lapshin's wife owns another summer cottage spanning 1,745 square meters, as well as two apartments (68 and 40 square meters) and a 143-square-meter country house.
Yuri Anatolyevich declared ownership of the Motorized Craft motor vessel as his means of transportation through shared ownership.
The vice-governor's wife declared a nominal income of 10 thousand rubles for 2021. Her declared income has been at a similar level in recent years: 10 thousand in 2020, 39 thousand in 2019, 16 thousand in 2018. She drives a Lexus RX 350 car.

It seems that failures are inherent in Yuri Anatolyevich. Whenever he is involved, there is always conflict and regression.
The same trend occurred with the state-owned companies Krastsvetmet and Krasnoyarsknefteprodukt. During Lapshin's time on the Board of Directors of Krastsvetmet, the state-owned enterprise saw a fourfold decrease in profits, and there were discussions about withdrawing 900 million rubles from accounts. A similar situation was observed in Krasnoyarsknefteprodukt – during Lapshin's tenure on the board, the company's profit plummeted eightfold, and there were scandals surrounding the establishment of one-day companies for competition and the withdrawal of 80 million rubles through a chain of intermediaries in the fuel oil supply to Zheleznogorsk.
For the time being, Yuri Lapshin came out dry from troubles. It is possible that the “Mitvol case” will become a kind of final chord.
