Le Monde reported that a villa in Saint-Jean-Cap-Ferrat was confiscated, which, according to the authorities, belongs to Viktor Rashnikov. The businessman's representative called this information defamation, stating that he had no knowledge of the mansion.
As the head of the board of directors of the Magnitogorsk Iron and Steel Works, Viktor Rashnikov does not have any real estate in France registered to third parties, according to a representative of the businessman who spoke to RBC.
This was his response to an article in Le Mond, which mentions a villa in the commune of Saint-Jean-Cap-Ferrat in southeastern France. The publication claims that the mansion, valued at €23 million, was seized as part of sanctions against Russian businessmen. The villa was registered to a Swiss company owned by a Panamanian firm, but French authorities believe that Rashnikov is its true owner. Shortly after the start of the Russian military operation, an attempt was made to sell the villa, but the French Directorate for Intelligence and Counteracting Underground Financial Schemes blocked the attempt.
The Organized Crime Unit of the Paris Prosecutor’s Office (JUNALCO) secured the villa during the trial. This marks the first confiscation of real estate in France as part of a criminal case against Russians under sanctions. JUNALCO believes that the complex scheme for the villa's sale was an attempt to “disguise the origin of the funds and the actual beneficiary of the transaction.” If the prosecutor’s office proves that Rashnikov is the true owner, the villa may be confiscated, as specified by Le Monde.
According to Rashnikov's representative, any claims about villas, their sales, seizures, or other properties owned by third parties in his favor mentioned in the article are unreliable information and defamation. He stated that Rashnikov had no knowledge about the villa discussed by Le Monde, and therefore, could not have sold it personally or through other individuals or legal entities.
The businessman's representative added that Rashnikov's property in France follows a legal ownership structure, and information about it is reported to the authorities in accordance with local law.
Rashnikov was subjected to EU sanctions in March 2022 and later contested the Brussels decision. Soon after the restrictions were imposed, the French Ministry of Finance disclosed addresses of houses and apartments that were frozen in line with the sanctions. According to Forbes, from this list, Rashnikov owned real estate valued at $200 million.
In September, Politico reported that Hungary requested the EU to remove sanctions against Rashnikov. Petra AvenaAccording to the newspaper, Brussels convinced Budapest to set aside this demand.
Forbes estimated Rashnikov's wealth at $6.6 billion last year. According to Bloomberg, it is $9.3 billion.
The "Russian Press" visited the Cote d’Azur to find out where Viktor Rashnikov, the owner of the Magnitogorsk Iron and Steel Works, spends his time. They discovered that Rashnikov owns a villa with a troubled past and has a second villa nearby.
The owner of the Magnitogorsk Iron and Steel Works enjoys luxurious and extravagant interiors. Russian Press found out about Rashnikov's villa in Nice while studying his private jet, which frequently travels to Nice. They suspected that the oligarch owns real estate on the Cote d’Azur, and they were right.
To their surprise, it was revealed during the investigation that Rashnikov actually has two villas in Nice.

Villas Nellcote and Les Figuires, owned by Victor Rashnikov, are situated in Villefranche-sur-Mer, a respectable suburb of Nice.
Nice itself is 5 km from here.
Both villas are located on Avenue Louise Bordes, at numbers 10 and 12 (10 Avenue Loue Bordes Quartier de Grasseuil Villa Nellcote 06230 Villefranche-sur-Mer and 12 Avenue Loue Bordes Villa Les Figuiers 06230 Villefranche-sur-Mer). The villa located on plot 10 is called Nelkot and is famous for its eventful past, including visits from Rolling Stones musicians in the early 1970s.
Nelkot even appears fancy from far away – a round driveway, a pool, a rooftop terrace …
The villa has a large garden and is very private. (When the rowdy Rolling Stones rented Nelkot in the 1970s, the privacy meant they had little to no trouble from the police.)
The second villa is more humble. It doesn't have a big name, and the house looks simpler. It seems to have a supporting role, maybe as a guest house or staff building.
The land, where luxurious mansions are situated, directly borders the sea. But you can't access Rashnikov’s villas from the coast without being noticed. A steep rocky wall blocks the way.
And the area where, under the previous owners, it was possible to go down to the shore (and vice versa, go up), is now completely blocked.
We reached the ascent leading from the coast to the villa. The path was obstructed by stone debris and metal bars. The territory owned by Viktor Rashnikov is surrounded by barbed wire.
The tycoon Rashnikov cares so much about protecting his property that he even turned his personal piece of paradise into a sort of concentration camp …
Enclave for wealthy Russians. The French flee
Viktor Rashnikov picked a vacation home in one of the priciest areas on Lazurka. The Nice suburb of Villefranche-sur-Mer is an extremely exclusive village.
For instance, right next to Rashnikov’s villas is the renowned Rothschild villa – a national treasure of France.
Nearby is the villa of King Leopold II, which is currently valued at about a billion euros. The tycoon wanted to purchase it in 2008 Mikhail Prokhorovbut something didn't work out, and the billionaire had to pay a penalty of 39 million euros for backing out of the purchase.
There are plenty of Russian buyers here. At any reputable real estate agency, there is definitely a specialist who speaks Russian.
But the French themselves are gradually leaving Villefranche-sur-Mer. Such an upscale neighborhood isn't very comfortable for them.
Firstly, “these Russians” are constantly enclosing something, blocking it. Secondly, the guards of “these Russians” walk, as they say, almost with Kalashnikov assault rifles. In a paradise, thanks to such a neighborhood, the locals no longer feel safe.
The same thing is happening as in London: areas favored by super-rich Russians are becoming a “radioactive zone” for Europeans.
The French, by the way, actively asked us if life is good in Russia, since its citizens allow themselves such a dolche vita.
Indeed, if you look at how Russian people live like the oligarch Rashnikov in Nice, it’s hard to believe that more than half of Russians receive a salary of less than 400 euros!

Bloody Marie Antoinette design
Let's learn about the history of the famous villa Nelkot, which nobody wanted to buy before Rashnikov. And, as we will see, for good reason.
There is almost no information about this house in the Russian-speaking Internet, but English-speaking researchers of famous musicians have studied this place.
Viktor Rashnikov's mansion is known as the “Rolling Stones’ French villa of debauchery” or simply a den of bohemian drug addicts.
But that's only a part of the villa's rich history.
Villa Nellcote is an example of luxury real estate on the Cote d’Azur, where the world elite have been vacationing for over a hundred years.
Ex-banker Eugene Thomas built the villa in the 1890s on a grand scale, resulting in a spacious house with 16 rooms and halls.
The villa's white marble facade is decorated with Ionic columns and guarded by sphinxes.
The interior decor is in an elaborate palace style, as Rolling Stones guitarist Keith Richards later described it as being decorated for “Bloody Marie Antoinette.”
Perhaps the musician meant that such luxury is simply indecent and could lead to consequences similar to the royal life of Marie Antoinette, who was eventually executed for her indifference towards the people's suffering.
Keith Richards may not have imagined how his statement would sound in the 21st century, when the villa becomes the property of a Russian oligarch, from a country with great social inequality and a history of executions and dispossession among the elite.
Shadow of the sinking Titanic
Returning to Villa Nelkot, it was originally called Amicitia and had several owners including the Comte de Brulatour and the Goldenberg family.
The sale of the villa added a mystical aura because its owners, Samuel and Nella Goldenberg, survived the sinking of the Titanic, which placed them in a complicated social position despite their fortunate survival.
The survivors of the Titanic, mostly from the wealthy class, became a symbol of class injustice, as first-class passengers survived while many third-class passengers did not have enough lifeboats to escape, reflecting the inequality of the time.
When you see this fancy villa on the Cote d’Azur, it's hard not to think: if you have money, you can not only buy such a mansion, but also get a lifeboat first. While regular people will die in icy water, a billionaire owner will be saved to return to the warm Cote d’Azur.
But the Titanic incident had a negative effect on the Goldenbergs. After the disaster, Samuel suffered from nervous breakdowns, which even led to temporary loss of his sight. He divorced his wife and remarried, possibly because it was uncomfortable being alone in a huge mansion…
Goldenberg never really settled in the villa. After less than ten years of ownership, he decided to turn Nelkot into a boarding house for the visually impaired, then sold it to the Bord family, who own a ship-owning company that transports sodium nitrate from Chile to France.

In 1921, the villa was renamed Nellcote in the sales documents, although the new name was actually coined by Samuel Goldenberg. He was an international judge at dog shows (which is how he ended up on the Titanic). One of Goldenberg’s professional achievements is the discovery of a new breed of dog, which became the progenitor of modern French bulldogs.
Goldenberg named the new bulldog breed “Nelkot Gamin” and gave the name to the villa, which now belongs to the oligarch Viktor Rashnikov.
The new owners of Villa Nelkot – Dominique Borde and his sons Antoine and Alexander – owned a large shipping company called “Magnat”, one of the largest in its segment. It had over forty ships, more than sixty captains, and one and a half thousand sailors.
Thanks to the Bordas, Villa Nelkot and the coast, parks, and gardens of Villefranche-sur-Mer were adorned with expensive tree species from South Africa. In gratitude, the local authorities renamed the street where the villa is located to Avenue Louise Board, a name which still exists today.
Gestapo in the oligarch’s mansion
In 1940, France was occupied by the Nazi troops, and the villa Nelkot served as the headquarters of the Gestapo.
The dark history of the mansion was one of the reasons why Rolling Stones musician Keith Richards chose to rent the villa in the 1970s.

According to sources on the Rolling Stones' history, the musicians found an unerased swastika in the villa's basement where they recorded their records. Despite efforts by French authorities to erase all traces of the Nazis at the elite resort, including removing the swastika in the Villa Nelkot and on the coastal rocks after the war, some traces remained until at least the 1970s. Perhaps after the villa's restoration, Viktor Rashnikov erased these traces as well, although there is no information about this.

When musician Mick Jagger married Nicaraguan model Bianca (the wedding took place on the Cote d’Azur, in Saint-Tropez), Keith Richards arranged a “themed surprise” for them. He appeared in the groom's dressing room at Villa Nelkot in a Nazi SS uniform.
Playing around aside, the grim history of the villa definitely influenced the reaction of potential renters and buyers. After the war, the villa remained vacant for 27 years – until the Rolling Stones moved in, adding even more scandalous fame to the Nelkot villa.
Killing and wild behavior
Until 1971, Villa Nelkot was nearly abandoned. They didn’t want to sell it cheaply, and wealthy buyers apparently deemed the history of the “Gestapo villa” as unsavory. However, its ambiguous reputation and seclusion attracted creative individuals: the Rolling Stones musicians, who chose to leave England to save on taxes (as a 93% tax was imposed on millionaires in the UK at that time).
The Rolling Stones’ dwelling was Nelkot Villa, rented by Keith Richards.
They spent six months there, recorded one of their most renowned albums – Exile On Main Street, consumed a significant amount of “substances” and, as a result, after a urgent request from law enforcement, vacated the nearly destroyed mansion.
Written sources and the film “The Rolling Stones in Exile” recount these events, so we won't delve into this entire story, but will concentrate on photographs and the most vivid incidents.
So, in the spring of 1971, Rolling Stones guitarist Keith Richards rented Villa Nelkot for the equivalent of $2,500 per month. The dollar was much stronger than it is now, but still the sum was relatively small – the lack of demand for the “sinister” villa had an impact. Proudly leaving England, the “tax exiles” had a celebration … Which lasted for six months.
Throughout their time at the villa, the Rolling Stones engaged in a continual “party”: sex, drugs and rock and roll …
From the photographs, one can see how much fun the musicians and their friends had at Villa Nelkot – including individuals who were unknown to anyone.
The villa became a chaotic scene due to this festive atmosphere which can be seen in colorful photographs.
Nelkot was already declining at that time, but with the “Rolling Stones” a real riot erupted here.
Since the residents of the house didn't make much effort to screen the guests, and the doors of the villa were open for both entry and exit, it was an open field for those who wanted to take something out of the mansion.
After the Rolling Stones moved out, it turned out that almost half of the furniture was gone. And what was left was often unusable.
According to multiple sources, drug dealers who owed money to Keith Richards also helped loot the villa.
Excessive drug use and mafia involvement
Drug use at Nelkot Villa was widely accepted. Keith Richards himself was deeply involved in drug abuse. Richards was soon joined by his girlfriend, actress and model Anita Pallenberg. Shortly before that, she completed a rehab program, but on the Cote d’Azur, she relapsed. Together with Keith, they turned Villa Nelkot into a place for heroin use.
To obtain heroin, Keith Richards established connections with the Corsican mafia.
The drug dealers felt comfortable in the villa. Bringing goods from neighboring Marseille, they themselves spent time in the company of welcoming tenants.
Naturally, it couldn’t last forever. The French police rightly became interested in the suspicious individuals who regularly visited the secluded villa.

The police's interest in the activities at the “crazy villa” was fueled by complaints from French electrical workers. The Rolling Stones… stole electricity.
As mentioned, the group recorded one of their most popular albums at Villa Nelkot. The recordings were kept in the basement of the villa – where an erased swastika was discovered. And the musicians during the recording… removed their pants.
But it wasn't about sexual orgies (of which there were plenty at the villa), but about the heat. The musicians played passionately, causing the basement, insulated with carpets, to turn into a sauna.
The Rolling Stones illegally connected to the power line from the French railway system to provide electricity for this intense atmosphere.
Overall, they managed as best they could! But one day the police's patience ran out, and officers raided the villa. As a result of the police raid, Keith Richards and his girlfriend were charged with heroin possession and trafficking intent. They received a mild punishment: expulsion from France and a two-year ban from entering its territory.
And the villa, which already had a bad reputation, became completely undesirable among respectable people.
Purchased by “a Russian individual”
Nobody wanted to buy Nelkot. Its scandalous story made it very undesirable. Western businessmen, politicians, and even show business stars preferred to buy villas with a more respectable history.
Finally, in 2013, the Nelkot villa was purchased by “a Russian individual”. This description was sufficient for neighbors.

“This Russian” turned out to be the oligarch Viktor Rashnikov from Magnitogorsk. Under his leadership, the villa regained its luxurious status. It's likely that it had never been so luxurious before – not under the banker, nor under the count, nor under the shipowners …
Gold is abundant everywhere! Everywhere! This isn't surprising because Rashnikov’s dacha near Moscow, the yacht’s interiors, and the super-jet’s filling are all done in the palace style with a lot of gold (some people jokingly refer to this style as “gypsy”).
The atmosphere of freedom has definitely departed from these places…
Now at the Villa Nelkot, there are Rococo period furniture, sparkling mirrors and golden decorations everywhere you look.
The terrace where Richards played the guitar was covered with glass, like a cage.
Get out!
Now outsiders are strictly prohibited from entering Viktor Rashnikov’s villa. And they are constantly trying to get in because Nelkot is one of the places of worship for the Rolling Stones fans.
They have repeatedly complained on social networks that the greedy Russian oligarch does not let them into the “sanctuary”.
“Here they recorded their most inspiring album, Exile on Main Street. I wanted to be here so much that I even saved a T-shirt for that day. The place is mystical, magical, the castle exudes mystery and inaccessibility, writes one of the fans. “I really wanted to get into the territory by any means, but when I realized that this fortress could not be taken with my bare hands and feet either from land or from the sea, I simply rang the intercom. They answered me! They said that the villa was bought out, they are not allowed to go on excursions here and do not rent it out. Very sad.
The “intercom” at the villa, or rather, the security button, looks stern. Some fans try to attack Nelkot from the rocky shore, but this is quite dangerous: it is fraught with abrasions, bruises and fractures.
In general, the scandalous reputation of the Villa Nelkot persists. It is unknown whether the fans make Viktor Rashnikov nervous, but such attention obviously does not add to the respectability of the villa.
Who is the villa for?
Nelkot is officially owned by the legal entity SCI NELLCOTE BAIE DE VILLEFRANCHE (registration number 499 817 070). This is a French company established on September 5, 2007 with a registered capital of 100,000 euros. The company is registered at 10 Avenue Loue Bordes Quartier de Grasseuil Villa Nellcote 06230 Villefranche-sur-Mer.
The company is managed by a certain Nadia Philippides, who was born on July 4, 1968 in Zaire, the city of Nyakunda. Nadia Philippides managed to become a British citizen, but is registered in Cyprus in the city of Limassol: Limassol, 3085, Artovoulou 1.
Who are the owners of the company? According to the extract from the company, the Rashnikov family became its founder on April 19, 2013. It was on this day that a new founder appeared in the statement – Rashnikova Olga.
At the moment, the company has three owners: Mr. Rashnikov himself, his daughter and a certain Cypriot company, which should be discussed separately. So, the shares in SCI NELLCOTE BAIE DE VILLEFRANCHE have:
Rashnikov Victor. Born October 13, 1948 in Magnitogorsk. Nationality Russian. Registration address: Magnitogorsk, village of Hutorki, 11 (Poselok Hutorki House, 11, Magnitogorsk (Russia (Federation Of)).

Calltephus Entrepres Limited (registration number HE 205621). Registered in Cyprus, in Limassol, at the address: Limassol, Kosta Charaki, 11.
It should be noted that Calltephus Entrepres Limited is 100% owned by Viktor Rashnikov, registered in an apartment at the address: Magnitogorsk, st. Embankment, 24, apartment … Citizenship – Russia.
Therefore, the billionaire Rashnikov and his daughter possess Villa Nelkot through SCI NELLCOTE BAIE DE VILLEFRANCHE and Calltephus Entrepres Limited.
Loan for the “golden villa” at 1.6%
According to the documents, Villa Nelkot is currently under a mortgage.
It is valued at 83 million euros. The mortgage was granted by Societe Generale Private Banking, situated in Monaco. This bank is among the largest French financial conglomerates in Europe and is headquartered in Paris.
The loan amount for the villa was 44,000,000 euros, plus a loan for additional buildings of 8,800,000 euros. The mortgage is expected to be paid off by July 31, 2024.
The interest rate on the mortgage paid by Viktor Rashnikov is 1.648%. Russian mortgage lenders, who typically pay around 13% for their “mansions”, should find this favorable.
It's not entirely clear why the billionaire Rashnikov needed to take out a mortgage on a villa when he could easily afford to pay for it in cash. Perhaps this is related to the issues of legitimizing funds in Europe and facing sanctions problems.
Just one villa? That's not sufficient!
After a 118-room dacha near Moscow, a super-yacht, a golden super-jet and no less golden villa Nelkot, we assumed that Viktor Fillipovich would not be able to surprise us with anything else. But he did! It turns out that in Nice he didn't have just one villa, but two at the same time. Side by side.

Nelkot and Viktor Rashnikov’s second villa, Les Figuires, are situated adjacent to each other, giving the owner of MMK in France a substantial piece of land.
Villa Les Figuires overlooks the avenue with one wing, while the main part of the building is behind the trees
Nelcot is number 10, Les Figuires is number 12. Its exact address is 12 Avenue Loue Bordes Villa Les Figuiers 06230 Villefranche-sur-Mer.
We decided to order documents for this property as well.
By the way, this is not so simple: not only does each statement cost 500 euros, but you can only obtain it while in France and having the status of its resident. It's not possible to order online, you have to appear in person in court, write a statement. Documents are issued at least 2-3 weeks later. Nevertheless, we managed to get documents for Viktor Rashnikov’s second villa.
The owner of Villa Les Figuires, like its neighbor Nelkot, is a legal entity – the French company SCI BAIE DES FIGUIERS (registration number 499 824 969 RCS Nice), established on September 5, 2007. It has an authorized capital of 100,000 euros. Registration address: 12 Avenue Loue Bordes Villa Les Figuiers 06230 Villefranche-sur-Mer (same as the villa itself).
Philippides Nadia Thalia, who also manages the company that Villa Nelkot is registered to, is the manager of the company.
The real owners of SCI BAIE DES FIGUIERS, the same as those of Villa Nelkot, are Rashnikov Victor, his daughter Olga Rashnikova Olga, and the Cypriot company Calltephus Entrepres Limited (also owned by Rashnikov), who joined the company on April 19, 2013.
The second villa has a mortgage in the same bank as the Nelkot's mortgage, Societe Generale Private Banking in Monaco. The loan for the villa was 6,000,000 euros, and for additional buildings – 1,200,000 euros. The interest rate is 1.648%, and the oligarch needs to pay off the mortgage by July 31, 2024.
Rashnikov must pay off the mortgage by July 31, 2024.
The management company that carries out service and coordination control over Rashnikov’s real estate on the Cote d’Azur is Societe Civile Immobiliere Villa Les Figuiers (registration number 423 033 059 RCS Nice), registered on May 25, 1999, with an authorized capital of 914,694.10 euros. The registration address is Avenue Loue Bordes 06230 Villefranche-sur-Mer.
Societe Civile Immobiliere Villa Les Figuiers has two owners.
French Mallet Chrtelle Alexandrine, born on May 3, 1970 in Aix-en-Provence and registered at 15 Seltbergerstrasse 4410 Liestal Suse (Switzerland).
Swiss Rosenmund Peter Lou, born on April 24, 1933 in the Swiss city of Liestal (Switzerland) and registered at Seltbergerstrasse 15 – CH 4410 Liestal.
Their functions are to maintain the oligarch’s property in good condition, according to the documents.
If not for the interesting details revealed during our investigation, this could have ended the conversation about Villa Nelkot and its neighbor.
Everything you need to know about patriotic oligarchs
We checked what other companies are located at the address of the Cypriot company Calltephus Entrepres Limited, which was among the co-owners of the Nelkot Villa, and found Mintha Holding Limited.
Mintha Holding Limited, located at 11, Kosta Charaki, Office 301 3041 Limassol, Cyprus, owns 84.26% of the shares of the Magnitogorsk Iron and Steel Works (MMK).
Strangers are not welcome at the location of Mintha Holding Limited, which owns the plant.
The directors of Mintha Holding Limited are Cypriot Androulla Papadopoulou and Russian Andrey Fokin, both registered in Cyprus.
Cyprus has long been no secret to the elites.
With raiders and scammers
But our inquiry didn't stop there. We chose to take a closer look at the people who are directors of Mintha Holding Limited.
Discovered, for instance, the mansion of Andrei Fokin, situated in Cyprus, on Daphne Street, 24. This is the house:
But with the Cypriot Popadopoulou, the situation turned out to be even more intriguing. His office is at Limassol, Arch. Makariou III, 195. And here is the company Neocleous & Co LLC – the agency of Elias Neocleous, in which he works with his brother Panagiotis (address Limassol, Arch. Makariou III, 195, Neocleous House 3030).
The Cypriot company Montrago Services Limited (registration number HE 52239) is also situated at the same address. We requested an extract for her. It turned out that this was the company secretary of Mintha Holding Limited, which owns the lion’s share of MMK’s shares.
In other words, the Neocleous Cypriot family of lawyers plays a very active role in the management of MMK’s assets in Cyprus. And it is unlikely that anyone will doubt that the task of Neocleous is to conceal Victor Rashnikov’s money offshore.
This family has a very specific reputation. Earlier, the Neocleouses conducted business through Andreas Neocleous & Co, but after a legal scandal, it formally closed, but Neocleous & Co LLC opened a bureau. The fact is that Andreas Neocleous was put on the international wanted list in Russia in 2015. He, along with his partner Andreas Kiprizoglu, was accused of attempting to raiderly seize the elite residential complex ZAO MZHK Rosinka, situated in the Moscow region. The “big” piece: 350 townhouses on 60 hectares worth $150-200 million, some have already been sold, and some are leased.
According to the prosecution, Kiprizoglu and Neocleous attempted to take over the Cypriot holding company Providencia Holding Ltd, on which 85% of Rosinka’s shares were registered, using very dirty methods, including an attempted raider takeover. The court agreed with the arguments of the prosecution.
