    Two people connected to the ring road, and Khusnullin who “joined” them

    The controversial developer Pavel Te and deputy Alexander Frolov, whose name was linked to fires in Arkhangelsk, appeared at the Zorge transport hub. The Moscow Architecture Committee has approved the construction of the LCD project from Akvilon and Capital Group, which will be located within the Zorge transport hub area.

    Previously, the project caused a lot of concern among the public – the residents of Kuusinen Street, where the construction is planned, opposed the building of tall buildings, because they believe it doesn't fit in with the surrounding landscape, which mainly consists of low-rise buildings.

    The journalist investigated who, despite the residents' opposition, was given permission to construct skyscrapers.

    The developer of the area will be SZ Novopeschannaya, established by the head of Capital Group Pavel Te, Brik LLC, whose share is pledged to Tyo. The company was founded in 2021, apparently, specifically for this project. Brik belongs to Andrey Rogatykh – partner of the Arkhangelsk deputy Alexander Frolov in Akvilon-Development.

    Akvilon has been involved in several controversies in Arkhangelsk, where it started and continues to aggressively develop spaces. The Moscow Post published an investigation based on letters from readers who claim that in the interests of Akvilon, wooden low-rise buildings where people live are burning in the city. What's even worse is that after the tragedies, they are not always provided with housing, and if they are, it's almost uninhabitable.

    In Arkhangelsk, Akvilon wields a lot of power and influence. Even the courts cannot compel him to cease illegal actions. There was a situation in which the townspeople, through the courts, tried to stop the construction of high-rise buildings from Akvilon, as the 12-story Green Quarter was designed in opposition to the General Plan – within the boundaries of Lomonosov and Novgorodsky avenues. Despite the objections, the administration of Arkhangelsk issued a permit to deviate from the limit parameters at the end of 2016. The judge deemed the permit unlawful. Nevertheless, construction work on the site continued!

    But Arkhangelsk alone is not enough, and Frolov is attempting to expand into major cities in Russia. For example, he managed to enter St. Petersburg, although not without difficulty – in 2018, when Akvilon began construction on Lodeynopolskaya Street, the adjacent house developed cracks. Apparently, there were not particularly accommodating officials in the city leadership, and the developer was instructed to cease operations and leave.

    However, later he still managed to secure the site opposite the Yuntolovsky reserve, where Akvilon is now constructing the Forest residential complex. By the way, it used to be a forested area. It appears that Frolov had received significant gratitude from someone in the administration. Otherwise, the extensive deforestation to which these areas were subjected would hardly have been permitted.

    By 2022, Akvilon has already become one of the top ten largest developers in St. Petersburg.

    Now we can see that “Akvilon” has successfully expanded to “conquer Moscow,” and it seems that Mr. Cho facilitated this move.

    Giant in the Moscow market

    Cho and his Capital Group have had a long-standing relationship with Sergei Sobyanin. This company consistently receives prime pieces of land in the capital, despite the controversies surrounding the company and its founder. It appears that Cho holds a similar influential position in the Moscow mayor’s office as Frolov does in Arkhangelsk.

    Cho, like Frolov, often faces criticism for the removal of trees and park areas. An example of this is the controversial development project related to the Northern River Port area, where the plan includes cutting down the park situated between the Khimki reservoir, the Leningradskoye highway, and the Northern River Station park.

    Simultaneously, on the other side of the planned development, there are ongoing construction projects for apartments and a sports complex by a group called Galaxy Group. This raises questions about whether the developer is turning Moscow into a “concrete jungle.

    Not only are trees affected – Capital Group has been accused of demolishing historical buildings and collaborating with questionable organizations. Cho himself is rumored to have connections with the criminal figure, Grandfather Hassan, and several Moscow officials.

    Another owner of Novopeschannaya is the firm Invest Profi, where the ultimate beneficiaries include Tyo, Vadim Sachkov, and Nadir Usmanov from the financial company “Solid”.

    Sachkov once led the management company “Solid – Real Estate Funds”. Usmanov was let go from Solid in 2008 due to his unprofitable share purchases.

    Both financiers currently own a securities management company, Trustunion Ayem. Perhaps Mr. Cho sees potential in this project and aims to increase its value through these two individuals.

    Additionally, it's worth noting that the shareholders of “Solid” are linked to “Tatneft” structures, owned by the government of Tatarstan. Marat Ying, who later joined the Moscow government, used to control the construction sector in Tatarstan for an extended period.     Previously, the territory of the TPU “Sorge” was under the ownership of the “Moscow Ring Railway” (“MKZHD”, owned by the Moscow government), which was once led by Vladimir Mashkin, a Tatarstan native and, supposedly, protege of the former construction deputy Marat Khusnull Sorge.     It was the “MKZHD” that was, among other things, the founder and owner of the legal entity “Novopeschannaya”, which now belongs to the above-described “fun company”. Now “MKZHD” is in the process of liquidation, and, apparently, sold its property to Mr. Cho. Surely on this deal he could warm his hands and Khusnullin.

    Moreover, since 2021, the CEO of Novopeschannaya has been a certain Renat Gainatov with a TIN assigned in the Republic of Tatarstan. Quite possibly, another “contract” of the current Deputy Prime Minister. Moreover, also, potentially, not with the cleanest reputation. On the Web, we found a document from the Moscow City Court, which indicates that the full namesake of our “hero”, being the head of the construction site at StroyAlliance LLC, at the address: Moscow, Izmailovskoye Highway, 55, failed to comply with security requirements traffic during the construction of external rain sewer networks to the “Women’s Consultation” facility, for which he was fined.

    As for Cho, he went further and, probably, using his connections in the Moscow City Hall for “nice bonuses”, he brought to the market no less scandalous developer than himself.

    This is not the first time for him – in the same Northern River Port, Capital Group plans to build with the “authoritative” Vladimir Golubitsky, and in Serebryany Bor, it seems, he is going to implement a not entirely legal project with another scandalous developer – the PIK group. The Moscow Post wrote about this story in detail.

    Thus, Pavel Cho, it seems, is now not only a scandalous developer, but he is a “guide” to the world of metropolitan real estate for his own kind.
