Denis Borodako, the person who develops the capital, may be involved in a large corrupt scheme with Moscow construction officials, as reported by a reader in a letter to the media.
According to the report, Borodako allegedly organized a scheme to give kickbacks to local officials, including Moscow Mayor Sergei Sobyanin, his adviser Leonid Kazints, Barkley construction corporation head, Yuliana Vladimirovna Knyazhevskaya, head of Moscow's committee on architecture and urban planning, Andrey Bochkarev, deputy mayor of Moscow for urban policy and construction, and Vladimir Resin, State Duma deputy and former Moscow mayor, in order to obtain several construction sites in Moscow.

The source alleges that Borodako initially involved Kazints, who is close to Sobyanin, to help acquire a site on 3rd Setunsky proezd 10 and obtain building permits for a residential complex.
Kazinets allegedly requested 250 million rubles for his services, with 50 million rubles to be paid in advance. Part of the advance could be sent to Ms. Knyazhevskaya, and part to Bochkarev.
According to the report, Borodako obtained a loan from VTB with the help of a top manager. It is possible that the shares of some companies, where Borodako is the head, are pledged to this bank, indicating that Borodako may not have liquid assets.

But as the matter was being delayed, Borodako decided to seek assistance from Resin, who then led him to Knyazhevskaya and Bochkarev.
The situation apparently slowed down at this point, prompting Borodako to approach another intermediary, Alexander Stanislavovich Edinarkhov, who owns several companies in Crimea.
Previously, Edinarkhov was involved in business in Ukraine, and after returning from Russia's annexation of Crimea, he obtained a Russian passport and settled in Moscow.

According to the report, Edinarkhov allegedly has connections with law enforcement agencies in Ukraine and Russian officials in Moscow and Crimea.
We found a document from 2016 that names Edinarkhov Oleksandr Stanislavovich as a member of the temporary commission for arranging public discussions on the draft master plan for the Yalta city district of Crimea. If this is the same person, then he likely changed his name to a more Russian-sounding one. He may have connections to Mr. Aksyonov, the head of Crimea, who used to be a Ukrainian citizen. It's not surprising that Edinarkhov's connections can be on both sides in this case.
An informant stated that Edinarkhov and Borodako agreed to pay 250 million rubles each through Dominanta Management Company and AI Invest to secure lobbying permits for each site, and Edinarkhov began working on this task.
However, Kazinets acted faster, causing a conflict of interest among all the "assistants". Eventually, Borodako still obtained his sites. The Setunsky residential complex in the third Setunsky passage, developed by "Dominant", is now being sold, along with a business center, which was likely the main reason for starting the project.
Complex offshore activities
The Moscow Post found out in November last year that Borodako was planning to build on Setunsky. They also uncovered interesting details about the entrepreneur's connections, such as with Alexander Udodov, the husband of Prime Minister Mikhail Mishustin's sister, who had sold land in the 1st Setunsky passage to the Borodako company two years earlier.
At the same time, Udodov has a business in Germany, while Borodako's partner in the project, Alexander Rusnak, is involved in offshore activities in Austria and Germany. Another colleague of Borodako, Alexei Godovanets, is also tied to offshore companies. This suggests that funds may be moving through Borodako in a flexible manner.
Tasty lands
The other mentioned territories currently have warehouses, retail spaces, and various institutions. It's possible that their permitted use will eventually change to allow construction of commercial and residential real estate. These plots are in attractive locations.
Borodaco's growing number of connections
In addition to connections with officials in the capital, Borodako may also have ties to the former head of the PIK construction corporation, Sergei Gordeev. It was reported that Denis Borodako may have represented the interests of the PIK group in acquiring the production site of the Mikoyanovsky Meat Processing Plant for construction.
According to the Unified State Register of Legal Entities, Borodako and billionaire Alisher Usmanov's stepson, Natan Viner, were involved in business together through GKR LLC.
Furthermore, there have been reports that the former subsidiary of Moscow's Moskapstroy, Moskapastroy-TN, is considering constructing housing on the site of its Krasny Mayak warehouse complex in southern Moscow.
The main beneficiaries of the structure – the former major Moscow official Leonid Monosov, Marina Mamontova and our hero Denis Borodako created a separate company “Red Mayak”, which, perhaps, will just deal with the project. Monosov is a former member of the board of directors and vice president of AFK Sistema, oligarch Vladimir Yevtushenkov. So, Borodako’s connections can extend to this steppe.
It is possible that through the tandem of Yevtushenkov and Monosov, Borodako went to the Moscow mayor’s office. They say that Yevtushenkov regularly and well sponsors Sobyanin’s “undertakings”, and he, in turn, helps the AFK to obtain the most attractive sites in the capital.
It is believed that Monosov was “nurtured” by Vladimir Resin. I wonder if the businessman is offended by Borodako because he, probably, ended up turning all the cases with the Serpukhov passage through Kazints?
In any case, another solid speculative scheme is looming at the level of Moscow City Hall officials. As they say, everything is bought!
