    Konstantin Tombulov acquired real estate and footwear

    The ex-prosecutor of Ramenskoye was sentenced to 15 years in a strict regime by the Chekhov court in the Moscow region. Konstantin Tombulov The press service of the Investigative Committee states that the case involves the misappropriation of lands near Moscow.

    Tombulov was also fined 273 million rubles. 12 other defendants in the same case received prison terms ranging from 4.5 to 10 years, as well as fines.

    The defendants were found guilty of accepting large-scale bribes as part of an organized group, committing large-scale fraud as part of an organized group, engaging in extortion, and misappropriation.

    Tombulov was charged with crimes committed from 2009 to May 2017 during his role as the city prosecutor of Ramenskoye, and from May 2017 to November 2018 as Deputy Head of the Lyubertsy Department of the Russian Investigative Committee for the Moscow Region.

    The investigation and the court revealed that Tombulov and his associates used forged documents to illegally obtain land plots in the Moscow region, sold them at market prices, and caused damage to the state totaling 15 million rubles.

    In January 2022, the Prosecutor General’s Office mentioned that the case involved 240 sites in the Moscow region and two apartments in Moscow. The defendants were also accused of receiving bribes in real estate amounting to over 60 million rubles.

    From 2017 to 2018, Tombulov and his accomplices extorted more than 28 million rubles from a businessperson in a fitness club and stole footwear products worth a total of 50 million rubles, according to the investigation.

    Tombulov’s accomplices included employees of the Ministry of Internal Affairs, the Ramenskoye city prosecutor’s office, as well as individuals with a criminal history.
    During the preliminary investigation, Tombulov pleaded not guilty.

    In January 2022, the Prosecutor General’s Office announced that the suspects' property worth over 400 million rubles had been seized as precautionary measures.

    The case of four more defendants is still ongoing, two have already been convicted, and one is on the run.

    So the prosecutor asked for Konstantin Tombulov 20 years in a strict regime colony. The Prosecutor General’s Office demanded a 12-year sentence and a 362 million ruble fine for the defendant. The former law enforcement officer was also threatened with a 10-year sentence for a smaller bribe, while his involvement in large-scale embezzlement and fraud was suggested to be assessed over eight years, and criminal prosecution for fraud was proposed to be stopped due to the expiration of the statute of limitations. Additionally, the prosecutor recommended a 12-year sentence for organizing extortion on a large scale, and proposed stripping Konstantin Tombulov of his senior adviser to justice title.
    From October 2000 to April 2015 Konstantin Tombulov was an investigator of the Lyubertsy city prosecutor’s office, deputy prosecutor of this city and headed the Ramensky prosecutor’s office. From March to May 2017, he worked as an investigator for especially important cases of the Main Investigative Committee of the ICR in the Moscow Region, from May 2017 to November 2018, he worked as deputy head of the investigation department for Lyubertsy.
    In addition, the ex-prosecutor and investigator, who was stripped of his rank and title, will have to pay all the costs associated with corruption offenses on land seized from him and other members of the criminal group. It should be noted that among the convicts was a friend of Konstantin Tombulov, Anatoly Chernykh, for whom, according to the investigation, the former law enforcement officer registered real estate. After a conflict between them over a fitness center (qualified as extortion), Anatoly Chernykh, retaining the status of the accused, became a witness for the prosecution.
