The contractor intends to bankrupt the company of the oligarch Samvel Karapetyan “Gaz Oil Construction”
The City Design Institute of Residential and Public Buildings filed a lawsuit to bankrupt Gaz Oil Construction LLC, belonging to Samvel Karapetyan's business empire Tashir. The lawsuit is for an amount of 25 million rubles, which is surprisingly low considering the wealthy status of the company's owner listed in Forbes.

Tashir Group of Companies won a tender in January 2017 for building a transport interchange hub (TPU) near the Park Pobedy metro station. According to the project, Park Pobedy is expected to be the biggest transport hub linking two metro lines: Arbatsko-Pokrovskaya and Kalininsko-Solntsevskaya, as well as significant amounts of surface public transport, as reported by the Stroy-Arkhiv resource.
Additionally, the plan includes constructing a 300-meter tall business center with a bank branch, a shopping center, numerous offices and apartments, and underground parking for 2,000 cars near the metro. The total area of commercial facilities is over 237,000 square meters. The Tashir Group of Companies was expected to invest 20 billion rubles at 2017 prices into building the transfer hub.
Originally, construction was set to start immediately after all approvals and be finished by the end of 2020. However, the deadlines were changed, and the construction start was pushed back to 2022, with completion expected by the end of 2025.
The technical documentation for the project was created by JSC City Design Institute of Residential and Public Buildings. According to the Ruarbitr telegram channel, the design institute is demanding the bankruptcy of Gaz Oil Construction LLC, part of Tashir Group of Companies, through the court, as they haven't been paid 25 million rubles for their work.
Gaz Oil Construction LLC was added to the unified state register of legal entities on November 22, 2007.

According to Forbes, Samvel Sarkisovich Karapetyan is ranked 82nd in the list of richest people in Russia. The Tashir group of companies is his main achievement.
Tashir’s structures employ 45,000 people. Its main business areas are real estate, construction, energy, finance, production of building materials, and the restaurant business. The group’s total revenue in 2021 exceeded 195 billion rubles.
In this context, the business history of the Group of Companies is not entirely pleasant.
GC “Tashir” attracted future residents and equity holders to participate in the construction of the residential complex Stellar City. Initially, the reservation amount was 30 thousand rubles, but six months later, these reservations did not become equity participation agreements. Moreover, the developer allegedly increased the reservation amounts to 1.2-1.5 million rubles, almost blackmailing equity holders.
Another scandal is related to Silver Forest. Tashir initially promised to reconstruct the Dynamo sports palace but instead built an elite residential complex, which it labeled as a water sports center.
LLC “Gaz Oil Construction” managed to disgrace itself during the construction of a site at Michurinsky, 30B, even before the current bankruptcy lawsuit.
LLC “Gaz Oil Construction” became involved in this project later. It all began in 2006 when a plot of land was leased with unclear terms and was intended for fleet facilities.
The purpose of the lease changed multiple times. The companies involved in the project were declared bankrupt, and Niome-Invest, associated with the Tashir Group of Companies, took over. The new developer's general director is Oleg Avanesov.
According to the decision of the Moscow Glavarchitectura, Nayome-Invest had to settle the lease debts, and high-rise residential buildings will be officially erected at Michurinsky 30B. The project documentation was prepared by Gaz Oil Construction LLC.
The residents of the Ramenki district were unhappy with the changes as they believed the high-rise buildings would not create a residential area, but instead, a business center.
On December 7, 2016, the founders of the developer included the foreign company PRAVENSA TRADING LIMITED, registered in Cyprus. The director of the company is Aleksey Evstratov.
On June 28, 2018, it was possible to obtain a certificate of approval of the AGR No. 767-2-18 / C of the capital construction project “Residential Complex” at the address: Michurinsky Prospekt, property 30B. The construction of the approved residential complex with high-rise buildings is already underway.
And what about the bankruptcy of OOO Gas Oil Construction?
The current lawsuit of the City Design Institute of Residential and Public Buildings against Gaz Oil Construction is not the first. As early as July 6, 2021, the Arbitration Court ruled: to recover from LLC Gaz Oil Construction in favor of JSC City Design Institute of Residential and Public Buildings a debt in the amount of 25 million rubles, examination costs in the amount of 351 thousand rubles.
A year and a half has passed since that court ruling. Apparently, Mosgorproekt is tired of waiting for money and now intends to bankrupt the debtor.
