There may be government officials close to the governor of the Moscow Region, Andrei Vorobyov, who are working in the interests of the oligarch Alexei Nusinov. Fraud with government contracts may involve the administration of the Balashikha district of the Moscow region, according to a source familiar with the situation.
As per the informant, the Minister of Housing Policy, Inna Fedotova, allegedly made an agreement with representatives of the PALTROME INVESTMENTS LIMITED company (registered in Cyprus) to cause harm to the Moscow region.
There might also be protection of the interests of the oligarch Alexei Nusinov and the head of the Moscow Region, Andrei Vorobyov, in this situation.
An investment going to a place with no result
The aforementioned minister is said to be deliberately supporting the actions of the mentioned organization, and if investment contract 095 is not fully implemented, it led to the deprivation of several social infrastructure facilities in the Moscow region and deceived equity holders.
In the district, there are two problematic projects: “Saltykovka Prestige” and LCD “Leonovsky Park”. Even though they are supposed to be completed this year, many involved in the situation doubt that it will actually happen.
At present, there is a big scandal over social infrastructure. The actual construction of a kindergarten and a school has not started for several years in accordance with the investment agreement, and the investment contract has been closed without the transfer of social facilities. There is also a scandal with the gymnasium, which is under Bastrykin's control. The same people in the administration are responsible for it, according to the informant.
The repair of the 11th gymnasium in Balashikha is still incomplete. According to the authors of the “RIAMO” website, shortcomings were found during the inspection of the work. A substantial amount of 300 million rubles was allocated from the budget for the repairs.

Critics link PALTROME INVESTMENTS LIMITED to the interests of one of the former co-owners of the bankrupt automobile group Independence, oligarch Alexei Nusinov, firmly established in ninth place in the Forbes list of Russia’s main debtors.
In 2015, Nusinov was declared bankrupt by the court. According to media reports, the total debt to creditors is more than 2.5 billion rubles. His ex-wife, Irson Kudikova, also faced financial issues and owed 20 million rubles to Alla Pugacheva.
Is it possible that with the help of Fedotova, Nusinov is trying to get out of the debt hole?
The authors of Thestrip website claim that some people from Monolit Capital Stroy LLC, including Alexei Nusinov, supposedly decided to take control of a large administrative and warehouse complex in Khimki, Moscow Region, covering over 10.5 thousand square meters.
The scheme is simple: "Monolith Capital Stroy" owns warehouses and owes money to "Tatfondbank". In 2017, the bank went bankrupt, and Nusinov and other owners of Monolit Capital Stroy LLC apparently make their company owe money to an offshore company Paltroum Investments Ltd., which they control. This company is suspected of colluding with the Minister of Housing Policy Fedotova.
To execute the scheme, they allegedly drafted a loan guarantee agreement. According to this agreement, the owners of the warehouse complex in Khimki would be responsible for their property not to Tatfondbank, but to themselves. The authors of Thestrip website claim that the hired CEO Andrey Kulapchin was supposed to sign the document, but refused and was threatened. However, his signature eventually appeared on paper, possibly fake.
If exposed, they could get 3 billion rubles, enough to cover Nusinov’s debts of 0.5 billion rubles completely.
While the legal process is ongoing, Nusinov and his partners, with the help of Lis-Logik LLC controlled by him and corrupt bailiffs, are allegedly continuing to illegally use the complex, renting it out.
The company “Fox-Logic” was recently re-registered for Ekaterina Yuryevna Kraynyukova and Irina Dmitrievna Fomicheva, possibly to conceal the true owners of the office.

The net mentions investment agreement 155с/15-17 in connection with Yurov and Karavaytsev's alleged illegal actions.
It is believed to refer to Sergei Yurov, the head of Balashikha, and Dmitry Karavaytsev, the head of the Management Company Setstroy Balashikha. Karavaytsev's company is in debt, with the founders' shares pledged to Bank.Dom.
According to the author on Spr.ru portal, allegedly “Yurov is helping Karavaytsev cover up non-fulfillment of obligations under investment agreement 155c/15-17, causing material damage to apartment residents and endangering their lives.
It appears that officials in Balashikha may be cooperating with officials from the Ministry of Housing Policy of the Moscow Region.
Questions are being raised about the governor responsible for the region. The head of the Protvino district near Moscow, Sergei Poyarkov, was recently detained. It was reported that he might be part of an organized crime group involved in fraud with state funds.
Furthermore, he was promoted through connections close to Governor Vorobyov.
A couple of years ago, the ex-head of the Serpukhov District, Alexander Shestun, was sentenced to 15 years in a colony for taking bribes, fraud and money laundering.
