On July 29, 2022, Podgorny was detained and arrested. At first, he was charged with mediation in bribery committed on a large scale (paragraph “b” of the third part of Article 291.1 of the Criminal Code of the Russian Federation). Then the criminal case was reclassified as fraud on a large scale (part three of Article 159 of the Criminal Code of the Russian Federation).

Podgorny in 2005-2009 worked as the chief engineer of the city, a little later he headed the department of urban economy. But he was pulled higher. In December 2013, Podgorny became the deputy mayor of Tomsk for capital construction. He quit after a year.
Incidentally, his wife Anna Podgornaya (Kasperovich) – not the most law-abiding person. In the fall of 2019, she, the ex-head of the Department of Architecture and Urban Planning, was found guilty of abuse of power. Anna Alexandrovna was sentenced to 1 year and 7 months probation. For what? In 2016, she “illegally ordered her subordinate to issue a permit for the use of a land plot for laying a gas pipeline to a house in the village of Radiotsentr” (according to the prosecution), where she herself lived.
Both Anna and Pavel Podgorny were key witnesses in the case of the ex-mayor of Tomsk, Ivan Klein.
Recall that on December 30, 2021, the Soviet District Court of Tomsk announced the verdict to Klein. He was found guilty of crimes under Article 285 (abuse of power) and Article 289 (illegal participation in entrepreneurial activity) of the Criminal Code of the Russian Federation. He was sentenced to two years in prison to be served in a penal colony, as well as to a fine of 200 thousand rubles with deprivation of the right to hold certain positions for three years. On May 26, 2022, Klein was charged with a new charge – that he allegedly instructed the head of the Department of Road Activities and Improvement Sergei Aushev on the acceptance of work on the repair of the roadway, knowing in advance that they were performed with deviations from the standards.
Despite the fact that fate gave Podgorny a chance, he did not take advantage of it. He could have been recognized as a fraudster 12 years ago, but he was recognized only now. True, the sentence could have been much harsher. Apparently, the court took into account the absence of a criminal record in Pavel Romanovich. So something would have sent him to the colony.
