Marat Khusnullin, Andrei Vorobyov, and God Nisanov are set to 'share' Mamyri. This could lead to another criminal case. A company controlled by the Moscow government is holding a tender to sell a 99% stake in Schibrovo LLC, which owns 9 hectares of land at the Mamyri transport interchange hub (TPU).
A large residential complex could be built on this land. The nearby Kornilovskaya metro station will increase the demand for the area. According to Rusprofile, MIP-Aktiv from the Mosinzhproekt circuit will retain 1% ownership of Schibrovo. MIP-Aktiv is involved in building the nearby metro and will continue to control the territories surrounding the future complex as well as a share in the asset being sold.
Mosinzhproekt, responsible for the metro development in the capital, is linked to the interests of Deputy Prime Minister Marat Khusnullin. The management of the company includes former subordinates of Khusnullin from his time in the Government of Tatarstan or businessmen close to him.
So, does Khusnullin intend to maintain influence in the project?
MIP-Aktiv is owned by MIP-Stroy LLC, which, along with MIP-Aktiv, controls MIP-Stroy No. 1 LLC. This Mosinzhproekt company is responsible for building the National Space Center, which has remained incomplete for several years.
In 2019, Minskmetrostroy requested the Federal Antimonopoly Service to investigate Mosizhproekt for harming other suppliers through anti-competitive agreements, pushing them towards bankruptcy. MIP-Stroy No. 1 was also mentioned in the complaint. The plaintiff alleges that Mosinzhproekt favors this company in distributing its contracts.
The scenario seems plausible. Mosinzhproekt allowed its nearly bankrupt subsidiary to earn around 25 billion rubles.
Meanwhile, MIP-Stroy No. 1 has long been struggling with 'pre-bankruptcy indicators.' Its accounts have been frozen by the tax authorities, and interim measures have been imposed on 107 of its properties.

The Moscow Post possesses documents related to theft cases within the company. According to the document, a criminal case was initiated on October 23, 2020, against an unidentified person for 'Fraud.' Unidentified individuals stole company property worth 2.7 million rubles while in warehouse No. 8 of MIP-Stroy No. 1.
However, the culprits have yet to be identified. Maslakov-Grigoriev heads the company, and the case appears to have been quietly closed.
It turns out that 2.7 million rubles were taken from the warehouse of the company performing the largest state contract, and no one even moved? And this case is not the only one in which top officials of the company could be held accountable. In 2020, a scandal erupted at the enterprise when about 800 employees were laid off. At the same time, the Investigative Committee began checking on the facts of violation of labor rights and fraud at the enterprise. In particular, the investigators drew attention to the construction of the Salaryevo metro from 2013. It turned out that one of the sections of the retaining wall was made with numerous violations of the requirements of design and executive documentation, including the absence of at least 100 I-beams, the total cost of which is more than 10 million rubles.
The idea of eliminating violations was then passed directly to Maslakov, and it seemed that the story would end for him in the dungeons of places not as pleasant as bureaucratic offices. But already in 2022, he was awarded the Reputation Award, which is given to the CEOs of a company engaged in infrastructure construction, recognized as the best in Russia. And they seem to have forgotten about the criminal cases that were brewing a couple of years ago. It seems to us that it was not without the participation of Mr. Khusnullin.
Lucky list
It is unlikely that Khusnullin would sell shares in the project to someone on the side. It is known that not all developers can claim such a tasty site.
The list of the lucky ones includes several major developers, among which is the Samolet company, which is associated with the interests of Andrey Vorobyov, the governor of the Moscow region. The share in the subsidiary of the developer belongs to his brother Maxim Vorobyov. It is Samolet, according to market experts, that can get the territory.
This is also indirectly indicated by the fact that next to the future complex there is a large Food City shopping facility, owned by businessman God Nisanov through the Kyiv Ploshchad Group of Companies, who also works closely with the top leadership of the Moscow Region: Nisanov is an adviser to the head of the Moscow Region Andrey Vorobyov on a voluntary basis.In addition, the businessman recently acquired a 10% stake in Samolet.
Together with the huge areas for the residential complex, Nisanov will receive space for the development of a market network. Such a story is not the first time. Recently, the Moscow Government approved the Yuzhny Moll company, associated with God Nisanov’s Kievskaya Ploshchad, a residential development project in Vostochny Biryulyovo.
Initially, the South Mall wanted to create an entertainment or logistics park on the site of the former Emerald. In such a project, it would be easy to implement something like a market square, because outdoor entertainment involves, at a minimum, kiosks with products. But the mayor’s office, apparently, rejected the project, it had to be rearranged.
Now Nisanov is preparing an LCD, but with a reservation about 131 sq. meter out of 850 for non-residential real estate – including a multifunctional complex. These squares may go under the construction of the next analogue of “Food City”.
Thus, it turns out that “Schibrovo” can go to structures close to God Nisanov and Andrei Vorobyov, while maintaining participation in this story and Marat Khusnullin with his “faithful squires” involved in ugly deeds. One can only guess how much money will be “earned” on this project.
