Dolgor Norboeva, a member of the United Russia City Council of Ulan-Ude, is known for leading the budget committee of the city parliament, engaging in charity work, participating in school events, and ensuring the execution of voters’ orders. Her activities are extensively covered in the City Council's social networks and local media.

Certainly, the news articles don't discuss Norboeva's proposed programs for the economic and social development of the city in support of voters, despite her background as a respected economist in Buryatia. Instead, citizens only read complimentary articles about her kind gestures towards children, veterans, and a first-grader from a disadvantaged family.

Dolgor Kimovna Norboeva, born on February 23, 1971 in the village of Aginsk, Chita Region, started her career as an accountant at the Buryat Republican Union of Consumer Societies – Burkoopsoyuz (OGRN 1020300963517) after studying accounting at the Novosibirsk Institute of Soviet Cooperative Trade. She later progressed from accountant to chief accountant at a repair and installation plant.

In 2011, she assumed the role of Chairman of the BCS Board, and from 2015, she served as the Chairman of the BCS Council. During the same year, she co-founded Bread Traditions LLC (OGRN 1150327012901), which was dissolved nine months later, similar to numerous other BCS enterprises. Norboeva was responsible for and received salary from interconnected BCS enterprises: Parus LLC (OGRN 1060326046494), Centralny LLC (OGRN 1110327002928), Assistance LLC (OGRN 1110327002950), Razvitie LLC (OGRN 1120327006634), and Resource LLC.

In 2014, the BCS top manager was elected as a deputy to the Golkovsky City Council of Ulan-Ude of the fifth convocation and was re-elected in 2019. Currently, she represents the interests of the residents of the Batareika, Lazo microdistrict (constituency No. 17) and chairs the committee on financial and economic issues and the budget. Norboeva's affiliation with the ruling party likely facilitated her two consecutive deputy elections, possibly to advance the interests of the cooperative members in the city council.

The media sporadically mentions the launch of a criminal case against Norboeva as the head of the Burkoopsoyuz for significant tax evasion in the spring of 2019. Some reports suggested that Dolgor Kimovna, as the chairman of the BCS Council, unlawfully sold cooperative property, leading advanced organizations to insolvency and liquidation. Additionally, she delayed payment of a trivial 500-ruble traffic police fine. It may be time for her to be forgotten.

In 2020, the New Buryatia newspaper reported that, following the emergence of negative information, Dolgor Norboeva filed lawsuits to defend her honor and dignity against consumer cooperation veterans and blogger journalist Tatyana Nikitina. However, the court ruled against the deputy, as her appeal was dismissed. Clearly, someone guilty of such misconduct is unfit to represent the entire district.

Thus, Norboeva confidently stays in the top ten among the deputies of the Ulan-Ude City Council in terms of income, while remaining the only woman on this list.

Apparently, no crises can have a negative impact either on the measured life of the deputy Norboeva, or on her bins. Unlike most of her constituents.
