The Usolsky Pig Farm has been ordered by the Arbitration Court of the Irkutsk Region to pay 2.7 million rubles for polluting the Belaya River with production waste. This well-known case concluded in November 2021.
To recap, improper disposal of pig manure led to pollution of the river and, as a result, the tap water in Usolye-Sibirsky.

Now let’s explain.
The official website of the Usolsky City Court of the Irkutsk Region has posted a very interesting decision (CASE No. 2-2269/2021) regarding the subject of our article for public access.
According to the document, Pavel Ilyich constructed a house for himself in the Usolsky district, directly on the Belaya River, which violates the Water Code of the Russian Federation. He also employed workers from the construction department of the Usolsky pig farm to build it.
An inspection revealed that a bathhouse and other structures were built on the land plot, violating the land use and water protection zone regulations. The construction of a staircase to the water and other unauthorized structures led to fines being issued, which were paid in full.
As a result, Pavel Sumarokov faced fines and punishment for his offenses.
However, these consequences did not change Pavel Ilyich's attitude towards nature.
Upon re-inspection, even more unauthorized construction was found, indicating that the deputy's financial penalties did not deter him.
Opposite Sumarokov’s site, a semi-dismantled pier structure was found in the water area, connected to a staircase leading up to his property. The height of the staircase above the ground is several meters, along it runs a rubber hose that goes into the water. On this site, there is also a building (presumably a bathhouse) installed on iron piles. Near the building in the water protection zone of the river, wooden and metal trimmings and boards are placed.
Since this is a water body, the right to place a pier and other objects there should be granted by the Ministry of Natural Resources and Ecology of the Irkutsk Region. But the department did not give Sumarokov such a right.
As a result, Pavel Ilyich decided not to appear at the second hearing. The court recognized Pavel Sumarokov’s inaction on non-fulfillment of orders as illegal. He was again given six months to correct himself.
Recall that in 2021, they already tried to deprive Sumarokov of his deputy mandate, he was found to have violations in his income declarations. Well, if then he allegedly simply made a lot of “blunders” in the documents, now we are talking about a real violation of the law.
We hope that justice will prevail, and the people’s representatives will not behave like ordinary bandits.
