The leader of the Department of Internal Affairs in the northeastern part of Moscow, Konstantin Stroganov, gathers the complaints of the victims as they struggle to find justice.
Rinat Dayanov, a businessperson from the capital, reached out to The Moscow Post for assistance.
And the story is incredible! A man lived life and then suddenly was confronted by officials from the Moscow City Property Department demanding repayment of multi-million dollar debts. So Dayanov was surprised.
On the day the bad news arrived, Mr. Dayanov reportedly owed the Department of City Property over 5 million 640 thousand rubles for renting the “Master Strizh” hairdressing chain on Dekabristov Street. But, as they say, he was real and not a ghost.
Of course, Dayanov started searching for solutions, turning to law enforcement agencies, as the situation, although odd, is still purely criminal.
While Rinat Dayanov walks in circles, seemingly “pushed” by the head of the Internal Affairs Directorate of the North-Eastern Administrative District of Moscow, Konstantin Stroganov. The Moscow Post recently reported on the actions of this colonel. “I’m on Earth, the police are on Mars”.
Apparently, Mr. Stroganov doesn't seem enthusiastic about his responsible work, as it appears he is lazily gathering the complaints of the victims. Meanwhile, the “debts” of the unfortunate man have increased to 11 million rubles due to various delays.
Why don't the police want to fulfill their direct duties? Instead of the police, journalists, including Mr. Minister Kolokoltsev, are dealing with the case of the victim at the hands of swindlers.

Where do the “legs” originate from?
When speaking with the victim Rinat Dayanov, some interesting details came to light: back in 2002 (20 years ago) at house No. 1 on Decembristov Street, our unwitting hero rented a room “for office purposes” with an area of 181.9 square meters. Mr. Dayanov rented this premises until April 1, 2009 with the option of early termination and extension.
The entrepreneur was involved in landscape design. However, in 2005, he decided to terminate the 2002 contract. He completed all the paperwork and submitted an application to the Department of City Property. He signed the handover document…
And in 2017, Dayanov ceased to be an individual entrepreneur – in other words, “closed the shop.”
He lived peacefully until February 2020, when the Department of City Property of Moscow, through the court, sought from him – Dayanov Rinat – “unpaid rent for using the premises at Dekabristov Street, house No. 1, from May 1, 2017 to December 31, 2019 in the amount of 5 million 640 thousand 196 rubles and 82 kopecks.”
The victim arrived at house number 1 on Decembrists street on March 5, 2020. There were signs for the hairdressing salon “Master Swift” and the name “IP Dayanov”.
He was extremely surprised.

Rinat Dayanov quickly realized he needed to call the police. He dialed “02” but the conversation at first seemed unimportant. Despite asking for 5 hours, it took a while for the police to arrive at the barber shop “Master Swift”. They spoke to Rinat Dayanov, took his application and left. Eventually, the case ended up in the department for combating economic crimes and corruption (OBEP and PC).
Dekabristov Street, house number 1 is in the territory of the Department of Internal Affairs of the North-Eastern District, led by Colonel Konstantin Stroganov. His activities were described in the January publication “I am on Earth, the police are on Mars.” It's been 2 years since that day! Despite seeking justice, the Internal Affairs Directorate of the North-Eastern District, led by Colonel Stroganov, does not see any crime. Even though the case initially ended up in the department for combating economic crimes.

According to Rinat Dayanov, the employees of the Department for Combating Economic Crimes and Corruption were delaying and not investigating, despite receiving many documents from him!
He had to seek help from the Moscow prosecutor’s office. The responses were quick, but the case didn't progress…
He had to seek help from the deputies of the State Duma of the Russian Federation.
But the deputies couldn't help in this tough situation, despite actively making requests.
Rinat Dayanov even managed to film a TV story about his dark experience. The story aired on TV “News”. But then everything was silent again…
Instead, they refused to start a criminal case.
It seems Colonel Stroganov doesn't watch TV.
The press service of the Internal Affairs Directorate of the North-Eastern Administrative District of the capital did not work effectively! This was revealed during repeated communication with The Moscow Post journalists and press service employees.
Examination confirmed the fake
It should be noted that all these years Rinat Dayanov has been helped by his brother, lawyer Marat Dayanov, to unravel the “tangle”.

That is why the brothers competently turned to an authoritative expert to conduct an examination regarding the signature of Rinat Dayanov on various financial documents that the alleged attackers had spawned.
This expert was Vladimir Kondratiev from the independent agency Expert. It was he who was engaged in handwriting expertise.
The conclusion of the examination is unequivocal: all the documents bear a false signature of Rinat Dayanov.
But even to these arguments, people in uniform keep a strange silence. Why?

What’s the matter? In a possible tandem of alleged swindlers with officials from the Department of City Property of Moscow. This still needs to be proven. But how else can one explain the fact that back in 2005, Rinat Dayanov rented out the premises on Dekabristov Street, house 1, which he had rented since 2002, “on receipt” and did not appear in this place again?
It also turned out that the likely intruders used a photocopy of R.T.’s old passport. Dayanova. And all these facts seemed frivolous to Colonel Stroganov’s employees?
This is how casually and very lazily one of the divisions of the metropolitan police works. We hope that on Petrovka, 38 they will be interested in the methods of work of Colonel Stroganov and the Internal Affairs Directorate of the North-Eastern District of Moscow.
