“Under the sanctions on Russia, the control and supervision reform should carry on,” said Mikhail Romanov, a deputy of the State Duma of the Russian Federation, first deputy chairman of the State Duma Control Committee, and member of the United Russia faction during the “Effectiveness of financial instruments of support” forum “Entrepreneurship in the new economic reality” in Moscow on May 26.

During his speech, Mikhail Romanov highlighted that the control and supervision reform, which started during the 7th convocation of the State Duma, led to unprecedented results that significantly reduced the administrative burden on business and increased consumer safety.
Mikhail Romanov stressed that the reform was initiated by two significant laws adopted in the last convocation. The law “On State Control (Supervision) and Municipal Control in the Russian Federation” transformed the entire supervision system, prioritizing preventive measures over punitive ones. The law “On Mandatory Requirements in the Russian Federation” played a major role in modernizing the benchmark system and eliminating unnecessary, outdated, and meaningless requirements imposed by regulators on businesses, thus legalizing the “regulatory guillotine”.
The parliamentarian noted that these laws sparked serious discussions in the State Duma. However, the results demonstrated the effectiveness of the measures taken.
“Since the implementation of a risk-based approach instead of a punitive one starting from July 1, 2021, the number of inspections has decreased by more than half (from 1.5 million to just over 700 thousand) compared to the pre-pandemic year of 2019. Despite inspections not being prohibited. Regarding the “regulatory guillotine”, over the past year, the government, deputies, the business community and experts reviewed more than 300,000 requirements established by control and supervisory normsin the Russian Federation. Nearly half of these requirements, 143 thousand, were deemed irrelevant and have already been repealed. Another 55,000 have been updated,” said Mikhail Romanov.
The MP expressed confidence that it is too early to consider the reform complete.
“The relevance of the control and supervision reform is only growing in light of the sanctions on Russia. Today’s counter-sanctions are largely based on the dialogue between the government and business in establishing order in regulatory mechanisms. The experience of collaboration between government agencies and entrepreneurs in the course of the control and supervision reform in this context is quite relevant,” emphasized Mikhail Romanov.
The parliamentarian also noted that the task of legislators is not only to reduce the number of non-working norms in the field of control, but also to create new effective mechanisms that would not interfere, but would help business develop, increase turnover, increase the number of jobs, increase their contribution to the national economy and the welfare of citizens.
“The State Duma Control Committee and the United Russia party are ready to provide comprehensive support for the formation of all the necessary conditions for the development of domestic entrepreneurship,” Mikhail Romanov summed up.
