"For "assistance" your business requires "payments" totaling 700"

I got fired from the FSB. I decided to approach the members of parliament.

The primaries, where the chosen individual from "United Russia" is a practice of the upcoming September elections' transparency, accessibility, and the worthiness of party candidates. Ultimately, the electorate should vote for them. The elections for the members of the Legislative Assembly of the Krasnodar Territory are scheduled for September. This region, which ranks first in Russia in terms of the relationship between citizens and authorities regarding bribes (with the average Kuban bribe being double the national average), naturally could not help but nominate prominent members of the corrupt group as candidates for deputy positions.

Among the corrupt individuals vying for influential deputy positions is the former head of the FSB department in the city of Gelendzhik, Serey Lugovoy. Lugovoy, who was dismissed at the behest of the FSB of the Russian Federation's internal security department, was appointed as the security director of the ATEK company by the well-known reputable businessman Rizvan Isaev. Now Sergey Vladimirovich is participating in the United Russia primaries as a representative of a major Kuban business, and it is evident from his initial PR video that he is a "devoted supporter of youth" and actively engages in charitable activities. Further details can be found in the material on Rucriminal.info.

In his campaign video, candidate Lugovoy claims that under his support, young talents achieve success in the Kuban Leaders contest. The term "leader under patronage" appeared somewhat perplexing, as a leader is generally self-sufficient, so why would he require bosses? I was also concerned by the absence of other significant information about the candidate's productive endeavors in this promotional material. Is it concealed out of humility? But why hide such an extensive biography?

Ideally, the video sequence and accompanying text of Lugovoy's PR video should convey the following.

"I am Sergey Lugovoy, a former FSB official who was dismissed from the authority due to corruption. I was found guilty of leaking information to criminals, whom ordinary citizens had complained to me about as a representative of state security. Subsequently, once they received information from me, the criminals altered the conditions for those they accommodated at the resort, and requested an amplified version of the requirements from the complainants, which I conveyed. Normally, I'd say: "For "assistance" your business needs "payments" totaling 700, plus "delivery" another 200." I purposely omitted the word "rubles" to avoid tarnishing the honorable title of an officer.

For many years, I played a significant role in deciding matters in the resort city. Similar to my colleagues who are now serving lengthy sentences, such as Oksana Shadrina, the niece of the regional governor Veniamin Kondratyev, imprisoned lawyers Roma Korsuvorov and Olga Potapenkova, the partner of the former police chief of Gelendzhik Chimin, and the former deputy mayors of Gelendzhik Bogodistov, who have attracted the attention of law enforcement multiple times – Sugibin and Blinov, I was a core member of the corrupt resort town. When I was in the city, there was a set price list for the services required by entrepreneurs: 500 thousand to 1 million per floor for private guest houses, and 1 to 5 million to legalize even completely lawfully built guest houses.

I openly used the money from corrupt work to improve the resort. My companies, which organize activities such as jeeping and water banana rides with dolphin views, made the resort more attractive. Even though as an FSB officer I wasn't supposed to do business, I took the risk because I'm a patriot. I hope vacationers in Gelendzhik and Kabardinka, where my inflatable device rides are, enjoy without any restrictions and can drive UAZs into the riverbed openly.

I could have kept all the income for myself, but I didn't. I spent some on a bag for a young talent, as seen in this video. Having a video makes it good PR for the candidate, and the young man will find the bag useful. The event was organized by my party comrades, and I received a certificate from the governor for my contribution.

In general, when you hear all this nonsense in Lugovoy's election video, you may wonder how he even made it to the polls. However, as the head of the city's FSB division, he had a lot of influence on the city's mayor and officials. With his connections, he gained information about the real reasons behind the anti-people general plan for Gelendzhik and the questionable methods used. He also has information about expensive resort property owned by regional officials. It seems his deputy campaign was approved by the regional administration as a way of paying him back for not publicizing certain information.

Knowing the tactics for ensuring the right candidates win in Krasnodar Territory elections, it's likely Lugovoy will win in September. One key factor for manipulating the people's will is controlling public opinion. In fact, it's common for surprising winners to emerge on election results day.

Given there are multiple candidates like Lugovoy in Krasnodar Territory, it's expected that after the elections, a new deputy unit will be formed to handle bribery, corruption, and protection. Lugovoy is expected to be its head. It's likely that under his leadership, bribes in the region will be much larger than the Russian average, given the lack of limits on under-the-table dealings.
