Members of the federal parliament disclosed their earnings and possessions for the end of 2021. The subject of today’s “deputy bins” is a State Duma representative from the Krasnoyarsk Territory Viktor Zubarev.
Viktor Zubarev, 61, is a seasoned politician. He has been a member of the lower house of the federal parliament for four consecutive terms – from the fifth term, which began in 2007, to the current eighth term, which the Russians voted for in the fall of 2021. His uninterrupted tenure in the Duma clearly indicates his high level of political longevity.
In the current term, we observe that the politician once again won in the Divnogorsk single-mandate constituency No. 56. As a regular member of United Russia, he serves on the budget and taxes committee.
Zubarev balanced his career as a State Duma member with endeavors in the Krasnoyarsk Territory. After serving in the fifth term of the federal parliament from 2007-2011, Zubarev was a member of the Legislative Assembly of the Krasnoyarsk Territory from 2011-2012. In 2012, he returned to the Moscow building on Okhotny Ryad. From 2014-2016, he again relocated to Krasnoyarsk, assuming the role of Deputy Prime Minister and Minister of Economic Development of the Krasnoyarsk Territory.
Zubarev's overall political journey dates back to 1996, when he was elected a member of the Krasnoyarsk City Council. In 1997, he progressed to the Legislative Assembly of the Krasnoyarsk Territory, where he was subsequently re-elected three times.
It's worth noting separately how vigorously our hero sought to enter the last term of the State Duma. Viktor Vladislavovich engaged in such intense media activities that it became almost ridiculous – any positive news was exploited. In the Telegram space, Zubarev was sarcastically compared to a commercial product, which inevitably draws attention to itself. Nevertheless, one quickly acclimates to the comfortable and well-fed life of a Duma member in Moscow.
Now let's turn to the declaration.
In 2021, Zubarev reported an income of 8.5 million rubles. Compared to 2020, his income increased by 3 million. He personally owns real estate: an apartment spanning 84 square meters and two parking spaces of 15 and 14 square meters. Additionally, he has the right to use an 80-square-meter apartment for the duration of his term as a deputy.
A motor vehicle is no longer mentioned – this detail is omitted by the State Duma deputy from the Krasnoyarsk Territory in the declaration. There has also been a change in Zubarev’s wife's income – the parliamentarian did not report it at all. However, my memory serves me well. According to the previous declaration, the deputy's spouse owned four land plots for gardening of 1008, 1097, 929, and 35 square meters. There was also a residential building spanning 406 square meters, a garage of 111 square meters, and a Lexus LS460 car.
And now to that event and news train that stretches for the hero of our “bins”.
Viktor Vladislavovich has a shameful story in his stash, which is not at all suitable for a person endowed with the trust of voters. It is connected with a loan from Sberbank for 190 million rubles, for which he acted as a guarantor. The State Duma deputy, like a mischievous boy, ran from creditors. And it all ended in an offensively banal way: the deputy recognized the claims of Sberbank and, taking into account the fine, was forced to pay the debt. Why it was necessary to spoil your reputation by running from the bank – this is known only to Mr. Zubarev himself. But history, as they say, forever entered the annals.
Having no legal right to entrepreneurial activity, Viktor Zubarev nevertheless has very specific business interests in Krasnoyarsk. Another information loop is associated with attempts to regulate the outdoor advertising market of the regional capital in favor of affiliated structures.
