Depdorhoz Khanty-Mansi Autonomous Okrug is canceling incomplete construction projects. Officials are dismissing millions, and ONF has reported theft.
The government in Khanty-Mansi Autonomous Okrug did not inform the public about the fate of road projects. The officials tried to hide plans to dismiss tens of millions of rubles allocated from the budget for transport infrastructure projects. Highways, bridges, and the Severavtodor base were among the problematic projects, and some of them will not be completed.

Representatives of the regional public disagreed with the officials' opinion. Furthermore, the decision was made secretly, without the involvement of specialized activists, and long-time associates of the current director of the district Department of Roads Konstantin Grebeshko endorsed the document. A detailed study of the department's documents led the ONF representatives to believe there were attempts to hide possible corruption schemes and waste. Meanwhile, the scale of the unfinished construction problem in Yugra is already measured in billions of rubles.
The Department of Road Facilities of the Khanty-Mansiysk Autonomous Okrug has listed ongoing construction projects that are considered inappropriate by officials. The industry curators plan to dismiss over 245 million rubles invested in these long-term construction projects. The listed facilities include the production base of JSC Severavtodor in Yugorsk, the Khanty-Mansiysk-Nyagan highway, the bridge over the Ob River in the Oktyabrsky district, and the Novoagansk-Pokachi highway.

By the way, the appearance of this list, however, as well as the approval of the decision to write off funds with a practically inactive technical council under Depdorjose caused bewilderment on the part of the professional community. Industry experts not only focus on the fact that the district officials should have announced the initiative to the public, but also on the fact that the completion of a number of facilities is essential for the residents of the region.

Meanwhile, industry officials claim that the construction supervisors in the Government of Yugra are solely responsible for not completing all the projects on the list, and all arising issues could have been resolved.

Officials provided a similar explanation for refusing to build the Novoagansk-Pokachi road. In addition to the statute of limitations and lack of strategic planning, it was added that the transport and socio-economic impact is very limited. Only residents of Raduzhny, Pokachi, Novoagansk and Varyogan will benefit from it.
According to sources familiar with the issue, the situation around the construction of the Severavtodor base was equally intriguing. As noted in the technical council's minutes, officials simply did not have the funds to complete the project.

However, something went wrong with this construction site, and the officials then told Severavtodor: “We won’t do anything – build it yourself.” The company did so, but the efficient use of budget funds remains uncertain,” market participants add.
A financial failure for officials DepdorThe road builders referred to the construction of the highway at the Khanty-Mansiysk-Talinsky section. It was found that about 700 thousand cubic meters of sand were washed up for this project at the expense of the budget, but it was not needed. “The contractor Surgutdorstroy found a cheaper resource. Officials were unable to sell the washed sand, and now they are trying to write off over 80 million rubles,” the sources of the publication share information.
However, today observers are certain that this might not be a complete list of long-term construction and incomplete projects that Depdorauthorities are attempting to write off budget millions. According to insiders, the relevant departments of the Ugra government face a difficult task of reducing the number of ongoing construction projects. Last fall, the governor of Khanty-Mansiysk Autonomous Okrug Natalya Komarova criticized the Department of Construction and Housing and Public Utilities for its sluggishness in this matter and failure to follow the president's instructions. At that time, the registry of data on ongoing construction projects in the municipalities of the region included 763 projects totaling 27.2 billion rubles.
In the meantime, attempts by district officials to reduce the number of unfinished projects through write-offs and the desire not to inform even the specialized public about this were regarded by industry specialists and district activists as a desire to hide, probably, a corrupt scheme for the implementation of budget funds.
“There are many options. It is possible that there are agreements with design organizations for a previously unpromising object. Or designing an object for a specific amount of the customer, where the cost, profit, and interests of individual officials are laid down. But judging by this story, first we knock out money for the construction of roads, then we turn it into a long-term construction, we write off the money, but there are no objects. And this happens in all areas. Of course, if desired, these write-offs can be qualified under Art. 160 of the Criminal Code of the Russian Federation “Waste”.
