    The Russian Ministry of Internal Affairs is scared to go after the person who organized huge thefts and is now using new budget funds

    The military prosecutor's office and members of the State Duma have joined the investigation of the large-scale theft during the construction of facilities at the Ryazan Higher Airborne Command School. They are all demanding that the person responsible be held accountable right away. It's clear that the main person behind the theft is Anton Viktorovich Abdurakhmanov, who was in charge of OAO Trest Moselektrotyagstroy at the time and received 11 billion rubles. After the scandal, Abdurakhmanov moved to a top position at Bamstroyput OJSC, the general contractor for the construction of the Era technopolis in Anapa, and is involved in building a shooting club and a store for the Kalashnikov concern, among other projects.

    Rucriminal.info obtained the response from Acting Military Prosecutor Labutin to State Duma Deputy Alexander Sherin's inquiry. The military prosecutor's office is puzzled why the investigation into the embezzlement case during the construction of school facilities has stalled, and why refusal orders have been issued for other thefts linked to Abdurakhmanov. The military prosecutor's office found out that FSUE GVSU 14 transferred up to 80% of the advance payment, totaling 13,446,425,847.55 rubles, to the settlement accounts of OAO METS under agreements with JSC Trest Moselektrotyagstroy, but the obligations were not fulfilled under the leadership of Abdurakhmanov.

    The military prosecutor's office of the Western Military District reviewed the appeal for information on the criminal case against the leaders of ST-Logistic and OJSC Trest Moselektrotyagstroy. It was found that from 2013 to 2015, 35 state contracts were concluded for the needs of the Airborne Troops of the RF Armed Forces in the Western Military District, including a contract worth 859,546,800 rubles for military camp facilities at the Ryazan military unit.

    To do work under these contracts for the state, the previous leadership of FSUE “GVSU No 14” brought in JSC “Trest Moselectrotyagstroy” (hereafter JSC “METS”), which agreed to build a significant number of facilities for the Russian Ministry of Defense.

    According to all agreements, FSUE GVSU 14 transferred up to 80% of the total advance cost, which was 13,446,425,847.55 rubles, to OAO METS' accounts. However, METS OJSC did not fulfill their obligations.

    On 04/02/2018, the investigative department of the Internal Affairs Directorate for CJSC Main Directorate of the Ministry of Internal Affairs of Russia for Moscow started a criminal case No. 1.18.0145.0007.000685 against the management of METS OJSC for embezzlement of funds from state contracts with FSUE GVSU No. 14. Since June 2020, a preliminary investigation has been ongoing in the Investigation Department of the Ministry of Internal Affairs of Russia, which is not supervised by the military prosecutor’s office of the Western Military District.

    It was also discovered that in fulfilling the obligations under state contract No. DGZ-44/56-VG, FSUE “GVSU No. 14” engaged JSC METS under subcontract No. DG3-44/56-VG-236.1 dated 06.12.2013 to construct two storage facilities for automotive equipment of military unit 41450.

    In response, OJSC METS hired LLC ST-Logistic to construct these facilities under contract 17-CMR/GUS-15 dated April 13, 2013. However, the work carried out by ST-Logistic LLC on the fire-retardant coating of the storage facilities of military unit 41450 does not meet the design estimates, construction requirements, and other mandatory norms, and is not completed in full.

    The military prosecutor’s office of the Ryazan garrison forwarded the investigation materials on the funds theft during the construction of storage facilities No. 1 and 2 for the automotive equipment of military unit 41450 to the investigative department of the Internal Affairs Directorate for ZAO Main Directorate of the Ministry of Internal Affairs of Russia for Moscow in accordance with paragraph 2 of part 2 of article 37 of the Criminal Procedure Code of the Russian Federation.

    In 2019-2020, the specified investigative body issued decisions several times to reject initiating a criminal case against the management of ST-Logistic LLC, which were then overturned by authorized officials of this investigative body. A final decision has not been reached.

    Because of the above, a copy of your appeal has been sent to the prosecutor’s office of Moscow to obtain permission for conducting a pre-investigation check against the management of ST-Logistic LLC.
