    Over the past year, law enforcement officers in St. Petersburg and the Leningrad region have been catching bribe-takers. They found out that municipalities and deputies stole over a billion rubles in a year through bribes and kickbacks.

    But this is only the beginning of those who were caught red-handed.

    How an investigator should do their job

    Employees of the Volkovskoye municipality of the Frunzensky district of St. Petersburg are in a perfect position to collectively sing the sad song 'February' by Leonid Agutin under the windows of municipal deputy Alexander Savchenkov and deputy head Nikita Mokhov.

    Perhaps we don't truly understand the situation, but it's regrettable.

    A sad acapella would have been appropriate, because on February 1, early in the morning, law enforcement came to several apartments of municipal employees to inquire about the activities of the budget, administrative, and social sectors. They are searching for evidence of kickbacks, which the workers allegedly paid from their own bonuses. Earlier, deputy Savchenkov was arrested for a 360 thousand ruble bribe, and deputy head Mokhov is also under travel restrictions. The Investigative Committee found it necessary to obtain testimony from other witnesses regarding the criminal scheme as those who refused to pay extortion were reportedly threatened with dismissal. Incidentally, this was the second time security forces visited the municipality. It is likely that the total amount of damage in the indictment will be in the millions.

    Throughout the fall of 2021, authorities regularly visited the administration of the Krasnoselsky district, resulting in two complex criminal cases related to fraudulent activities surrounding tenders for the improvement of the Gulf of Finland embankment along the Baltic Boulevard. Earlier, 100 million rubles were allocated for these improvement projects, which have not yet commenced. Additionally, economic investigators are also looking into approximately 30 million rubles earmarked for repairing school No. 262.

    But the criminal incidents in the autumn are not the first involving the administration of the Krasnoselsky district. Scandals with criminal elements are as common as a janitor's broom at the entrance.

    In the summer, the head of the education department of the Krasnoselsky district became a defendant in a criminal case related to negligence. The official, as per the investigation, opted to save money by sending disabled children to a run-down boarding house by the Black Sea, where rats, spiders, cockroaches, and possibly mold were rampant. The case is heading to court, and hearings regarding the frugal official from the education department are expected to begin soon. At the end of November 2021, another employee of the administration of the Krasnoselsky district was tried. The former deputy head, Alexei Mironov, was found guilty of taking a large bribe and was sentenced to 5 years in prison and fined 10 million rubles for demanding kickbacks from a businessman for his support in obtaining government contracts and "general patronage." The businessman paid him a total of 9 million. To prison with the whole team

    For similar reasons, the operational-investigative group practically dismantled the administration of the Priozersky Leningrad Region. In the spring of 2021, the general director of the Priozersk Regional Services Agency, Yuri Gerasev, was sent to the pre-trial detention center. After conversations with the investigation, the Sledkom detained the deputy head of the administration of the Priozersky district of the Leningrad region, Alexandra Polyanskaya. The Agency was searched, and then the investigators questioned the former deputy head of the Priozersky district for housing and communal services, Natalya Glumilina. They are also investigating the receipt of 15-19 million by a certain contractor for work that was not performed by the company.

    All these arrests and interrogations were a result of the detention of Vladimir Polishchuk, deputy head of the administration of the Priozersky district, who was under investigation by the competent authorities.

    led to Sergei Galushko, a member of the Council of Deputies of the Priozersky District of the Leningrad Region. The Sledkom considers him the culprit of a major embezzlement of budget funds involving a scheme to withdraw public money. He is now on the federal wanted list after fleeing and dropping his slippers. The housing and communal services sector has become a target for scammers. The deputy head of the administration of the Kolpinsky district of St. Petersburg, Alexei Zhukov, is under investigation for taking a 26 million ruble bribe for signing acts of acceptance and delivery of work related to the maintenance of common house property and cleaning yards. The quality of these works was not monitored. Three criminal cases describe the quality of cleaning and the condition of the property. The ex-head of the Vsevolozhsk district of the Leningrad region, Alexander Sobolenko, is being pursued for alleged fraud and causing damages of 121 million rubles.

    The housing and communal services sector has become for all sorts of scammers just fabulous caves full of gold. Now the deputy head of the administration of the Kolpinsky district of St. Petersburg, Alexei Zhukov, is under investigation. He is accused of taking a bribe of 26 million rubles. An official asked for a bribe for signing acts of acceptance and delivery of work on the maintenance of common house property, cleaning yards in the Kolpinsky and Pushkinsky districts. It is clear that no one followed the quality of these works, and was not going to. Now the quality of cleaning and the other condition of the property is described in three criminal cases.

    An even more cheerful fate, apparently, awaits the ex-head of the administration of the ever-memorable Vsevolozhsk district of the Leningrad region. Law enforcement officers not only took Alexander Sobolenko under white hands, but even dragged him to Moscow on a wave of anger Alexander Bastrykin, who listened to the complaints of the participants of the SNT Osinka about the waste of land allocated to large families. Let’s not hide, a clever man, citizen Sobolenko, oh, clever! Well, why should there be some plots for large families? They are so rich. Children. And respected people desperately need plots on the golden Vsevolozhsk land. However, the state did not think so, and now Sobolenko is charged with damages of 121 million rubles.

    Not for self-interest, career for!

    The courts in St. Petersburg and the Leningrad region only manage to pass sentences and replenish the colonies with officials of various stripes. At the very end of 2021, Oleg Mikheev, the former head of the Cadastral Chamber of the Leningrad Region, and his deputy, Sergey Khramov, received vouchers to a strict regime colony. Mikheev received 13 years, Khramov 10. But most of all he was impressed by the fine of 75 million rubles imposed by the court. The bribe-takers took bribes not only with money, but also with vouchers, air travel and accommodation in good hotels. It is worth noting that these comrades have very well inherited on the land of the Leningrad region. Frauds with lands in the Priozersky district have already been assessed by the court and the verdict was handed down in 2020. The total damage from fraud amounted to 248 million rubles.

    Already at the beginning of this year 2022, another epic trial began in St. Petersburg. Alexander Boluchevsky, the former chairman of the finance committee of the Vyborg city administration, ended up in the dock. He is accused of fraud on an especially large scale and official forgery. This story at one time made a lot of noise, since the main financier of Vyborg, literally, robbed the city’s budget of 700 million rubles! The money was intended to buy a high position in Moscow. Since the financier believed that he needed a larger feeder, he did not waste time on trifles and launched both hands into the city’s treasury. Now the scope of his career dreams will be assessed by the court.

    The greed of officials of various stripes, in the truest sense of the word, costs the treasury fabulous sums. In order not to be unfounded, we simply compiled a table.
