A gathering for regional education ministers, government officials, and other people involved in education will take place at Lake Baikal on August 25-26. The event, called the Baikal Educational Forum, is funded by the Buryatia budget.
This forum will be a way for federal officials to evaluate Valeria Pozdnyakova, and decide if he should become the permanent head of the Ministry of Education in Buryatia. Sergey Kravtsov, the Minister of Education of Russia, will participate, having sent a letter requiring ministers from all regions to attend.
Bair Zhalsanov was dismissed due to a corruption offense. The circumstances of his dismissal will determine if he can return to his position. The prosecutor’s office of Buryatia insisted on his dismissal, and the case is now back in Buryatia for review.
It was previously thought that Pozdnyakov was a temporary figure as the interim Minister of Education in Buryatia. The forum will give him an opportunity to prove himself and potentially secure a permanent contract. Additionally, before the election of Buryatia's head, he needs to demonstrate his value in the republic's leadership. A well-executed forum will help in this regard.
There was just one snag. Bair Zhalsanov achieved the cancellation of all previous decisions in his case and a new consideration in the same court, but with a different panel of judges. A preliminary meeting is scheduled for August 18. The former head of the Ministry of Education of Buryatia has a real chance to regain his post. And then Pozdnyakov will again take a second role.
At the same time, the practical meaning of the Baikal Educational Forum is completely incomprehensible: why are regional forums needed when a decent quality education can be obtained only in a couple of metropolitan universities, and regional universities in general are needed only for a legal respite from the army? Probably, only for the sake of rest at the budget expense.
