The prosecutor’s office investigates the case of the MIC.
Sources say that documents indicating a favorable treatment of high-ranking security officials towards Andrei Ryabinsky and the MIC development group have been provided by journalists. These documents deserve the attention of the FSB, the ICR and the prosecutor’s office. Ryabinsky is known as an influential figure in the criminal world and publicly presents himself as a “sports promoter” through his company “World of Boxing.”
Today we present the first document, which is a procedural decision of the Kuzminskaya Interdistrict Prosecutor’s Office of Moscow dated April 22, 2022. It reveals corruption patterns related to the statements of citizens affected by the actions of Mr. Ryabinsky, particularly involving businessman Anton Bulgakov, who was a victim of extortion.
To understand the situation, it’s important to note that according to Bulgakov, his valuable property located at Volgogradsky Prospekt, 99, building 1 in Moscow was the target of hostile takeover attempts.
On January 28, 2021, the investigator of the Ministry of Internal Affairs for the Moscow district of Kuzminki initiated a criminal case number 12101450058000061 following the victim Bulgakov’s report under clause “b” part 4 of Art. 158 of the Criminal Code of the Russian Federation, involving theft on an especially large scale. If this case had been properly handled, Ryabinsky would have become a suspect, potentially facing a lengthy prison sentence. The aforementioned article of the Criminal Code of the Russian Federation allows for a sentence of up to 10 years in prison.
However, the criminal case was not investigated and quickly moved up the chain of command, as indicated by the documents obtained by the editorial office. In March 2021, the materials of the Ryabinsky criminal case were passed to a higher level – the investigative department of the Internal Affairs Directorate for the South-Eastern District of Moscow. It then remained under “sensitive” supervision for half a year until it was elevated further on September 28, 2021, to the main investigative department of the Main Directorate of the Ministry of Internal Affairs of Moscow. The former head of the Moscow GSU, Alexander Galitsky, played a role in this, and possible corruption episodes involving him have been reported by the media.
The case from the local department wanders to the head office. This usually happens for two reasons. First, the investigation has a public resonance. In another investigative department – the TFR – Alexander Bastrykin often draws such zigzags. Indignant at the loafers (or protectors) on the ground, Alexander Ivanovich “pulls out” the materials up and instructs them to more qualified employees of the central office of the Investigative Committee to bring the investigation to court.
The second reason for the intervention of the authorities is the desire (for example, generously paid or for other selfish motives) to quietly bury the criminal case.
For what reason were the materials on Ryabinsky requested by the Moscow police headquarters? Is it because of the high social significance? Hardly. Something was not heard from the high-profile instructions of the head of the Ministry of Internal Affairs, Vladimir Kolokoltsev (by the way, there is objective evidence about the connection of his son, Alexander Kolokoltsev, with Ryabinsky’s business). On the contrary, the case is quiet and smooth, deathly silence. They took him to the GSU almost a year ago – and where are the outstanding results of the best trackers of the capital? No, it’s more like a targeted “funeral”, but not a “specially important” investigation.
This is not all the information that an experienced reader can glean from the document published today. Interestingly, more than three months ago, the supervisory authority demanded that negligent police investigators “locate and obtain explanations for Ryabinsky A.M., Parshin M.V., Korobov O.B., Rysakova N.S …” and others involved in the group MIC “stakeholders”.
Has this requirement been met? Or for this, too, will it be necessary to withdraw the supervisory proceedings to a higher prosecutor’s office? Immediately to the Prosecutor General of the Russian Federation Igor Krasnov? Krasnov is not a joke.
