The new part of the city has been unable to get gas and water for 4 years.
Residents of the new Yuzhny development area and the public criticized Uray officials for not providing water and gas to about 100 houses. The city administration made promises years ago, but they are avoiding responsibility. The contractor, SpetsStroy-Center, also stopped cooperating with local managers. The supplier, Shaimgaz, failed to provide gas within the agreed 100 days. The city administration has now announced new deadlines, which the affected citizens are calling out as lies and misinformation. Deputies of the local Duma are also preparing uncomfortable questions for Mayor Timur Zakirzyanov.
The conflict over gasification in the new Yuzhny area of Urai has shown the inconsistency of contractors and municipal authorities. Residents were apparently misinformed about the progress of gas and water supply networks. House owners and members of the local Duma received an official response from the mayor’s office about plans to complete the development project.
The acting deputy head of Urai, Vadim Garifov, announced that water and gas supply networks will be operational in the microdistrict by August 1, 2022. The developer, SpetsStroy-Center LLC, must submit documents for an examination of the gas pipeline to Rostekhnadzor by July 1.
Concerns about the relationship between SpetsStroy-Center and YUTAR have made the public doubt the information from Uray administration officials. The suspicions were confirmed by an organization that deals with industrial and energy security. UTAR LLC stated that they currently do not have a contract with SpetsStroy-Center.
The UTAR representative said that in January they sent a contract with calculations to the company, but the customer didn't sign it, so there are no legal relations.
By August 1, it's likely that the microdistrict will have both gas and water supply, as Uray Vodokanal refused the facilities built by SpetsStroy-Center, according to local residents.
The microdistrict residents didn't wait for the mayor’s office contractor to fulfill their obligations under the land lease agreement. Instead, they made technical connection agreements with Shaimgaz JSC, which seems to have overdue obligations, despite being one of the shareholders of the Uray administration.
Oleg Kandrushin, General Director of Shaimgaz, mentioned that the company is actively working on gasification of the microdistrict.
Two years ago, a conflict arose in the Yuzhny microdistrict due to the developer and authorities not fulfilling their obligations for improvement, including gas and water supply. About a hundred low-rise buildings with privileged residents currently lack necessary resources. The deadline for fulfilling contractual obligations has passed, but the developer does not plan to extend relations with the mayor’s office and complete the work.
It is noteworthy that in personal conversations with residents, the city authorities tried to shift the responsibility onto the owners of the houses themselves, who entered into contracts with an unreliable developer.
