A meeting of the government headquarters in Khanty-Mansi Autonomous Okrug addressed issues with capital construction. Governor Natalya Komarova announced the failure to launch the landfill and sorting in Nefteyugansk.
Simatic-Ugra company, led by Sergey Kotlyarenko, is responsible for constructing the facility under concession. The executive director, Yevgeny Frolov, stated that the landfill will be ready to accept waste by the end of the year, pending no issues from Rostekhnadzor and Rosprirodnadzor.
In 2017, the authorities of Khanty-Mansi Autonomous Okrug agreed to the construction of the landfill with Sergey Kotlyarenko's company. The project was valued at 1 billion rubles, with the aim of being operational in 2019. Delays have been caused by regulatory authorities finding project deviations. Additionally, Citymatica is involved in another controversy with a waste sorting complex in Magnitogorsk, Chelyabinsk region, which has been under construction since 2015 and is planned to be commissioned in the second half of this year.
THE MAN SHUVALOV
Sergei Kotlyarenko oversees the family assets of former Deputy Prime Minister Igor Shuvalov. They studied and obtained a law degree together, and both worked at the law firm ALM-Consulting, whose clients included Roman Abramovich, Alisher Usmanov, and Oleg Boyko. Kotlyarenko later worked in the Russian background of property and became subordinate to Shuvalov. They also worked together in the presidential administration and government. Kotlyarenko started his own business in 2004, with Shuvalov becoming his client. Rumors suggest that Shuvalov's assets were managed by ProfDir LLC, which controlled Owl Real Estate, responsible for foreign real estate and Otkritie Assets LLC.
Earlier investigations confirmed that Sergei Kotlyarenko bought apartments in the Kosygin House on behalf of Igor Shuvalov, as it later came under the control of Owl Real Estate. The shares of this company are under trust management, but for a long time, Igor and Olga Shuvalov were listed as its founders.
Sergey Kotlyarenko's companies have not been financially successful. His company “Dnepr. Smolensk region” secured government contracts for the cleaning of Saratov, Engels, and Balakovo, often without competition at auctions. However, the company struggled to fulfill the work, leading to complaints from residents, media, and even a State Duma deputy. Due to its tarnished reputation, the company changed names multiple times, from Aerocity Smolensk to Dnepr. Smolensk region, and then to Citymatic. Nonetheless, regulatory authorities have taken action against the company, despite its connections with Igor Shuvalov.
