The land owned by the municipality was leased to members of the garage cooperative for the construction of parking and service facilities, the land was allocated without a competition by the decision of the expert municipal investment council. Then the tenants changed the purpose of the site for residential construction, erected several houses and bought the territory at a reduced price (374 thousand rubles at a market value of 40 million rubles). The investigation and the court came to the conclusion that the organizer of the illegal scheme was Yuri Gritsenko, who eventually registered the site for his wife.
The criminal case against Yuri Gritsenko was initiated in February 2017, and a few months later he was removed from office. During the investigation and trial, the former vice-governor pleaded not guilty.
