The State Duma received 38,569 proposals on how to change the law “On the Responsible Treatment of Animals,” Vedomosti reports, citing Vladimir Burmatov, First Deputy Chairman of the Committee on Ecology.
Appeals came from citizens and officials of various levels.
The law is likely to include amendments, according to which animal shelters will be included in the number of objects, the construction of which is possible with a public-private partnership.
The parliamentarian also said that the deputies are discussing the responsibility for officials who do not build shelters. “In Yakutia, Transbaikalia, Astrakhan, criminal cases have been initiated, but for non-compliance with the current legislation,” the deputy said. “Money was allocated for trapping and shelters, but nothing was built.”
Earlier it became known that in the Trans-Baikal Territory, after an attack by stray dogs, a seven-year-old girl died, after which the residents went to a spontaneous rally. The governor of the region, Alexander Osipov, said that it was not possible to remove animals from the streets due to imperfect legislation.
