A new scandal could harm the career of a politician who is already involved in them. Mr. Tsyrenov is also believed to support big businesses in the local government. He may be indirectly linked to the business of the well-known oligarch Vladislav Sviblov.
Therefore, there were immediate speculations that the scandal involving the woman who looked like Tsyrenov’s wife could be used as a reason for dismissing the deputy chairman. However, the real motives might be related to the rivalry between different business groups.
Sviblov is associated with the notorious Rosbuilding company, which has been accused of raiding multiple times. Kommersant has reported about it. The co-owner of the PIK group of companies, Sergey Gordeev, who also likely has business interests in the region, is connected with Rosbuilding.
Currently, Sviblov owns a major business in Buryatia – a license for developing the Ozernoye deposit. In 2004, it was given to IFC Metropol by Mikhail Slipenchuk.
The latter may be linked to the transfer of money from Russia through Almazyuvelirexport. In 2016, the authorities even went to the Central Bank, potentially to find evidence of his guilt. This was reported by Gazeta-N1.
IFC “Metropol” as the company was not very active in this area, the regional government of Buryatia got involved. Its head Alexei Tsydenov even threatened to take it away from Slipenchuk due to inactivity. However, it seems that the situation has calmed down, and in 2019, it was announced that the project had a new investor. Gazeta-N1Initially, there were rumors that the PIK company was involved, but soon it became the OZ Management company of Vladislav Sviblov, a former member of the board of directors of PIK. So, essentially, PIK and OZ Management are linked to the same person.
It is possible that Sviblov is not only influenced by the head of the region but also open to establishing trusting relations with members of his government.
There are suggestions that Mr. Tsyrenov could be a go-between in the deal between the structures of Sviblov and Slipenchuk on the Ozernoye deposit. If so, it is possible that Tsydenov, who initially showed resistance and then suddenly calmed down, could also benefit from the deal through Tsyrenov.
As a result, VTB became Sviblov’s primary partner in the Ozernoye field, with whom Gordeev also has good relations. VTB granted a loan of 70 billion rubles to Sviblov’s company. Since then, there have been ongoing scandals around the operation managed by Sviblov, causing local residents to worry about their homes and the region's environment due to blasting at the site.

Communist Bair Tsyrenov is a well-known person in the region. He, too, is not shy about loud statements, although sometimes he gets into a mess. For example, in one of his speeches in June 2021, Tsyrenov accused the authorities of increasing mortality rates in Buryatia – wrote “MK”. As it turned out, the deputy mixed up the mortality and birth rates, which resulted in the usual “distortion” of facts and empty accusations.
Detractors are trying to attribute to him the dubious fame of a provocateur, whose goal is by no means to change the political situation for the better, but to destabilize it and get the maximum benefit from this. Moreover, they say that Tsyrenov was repeatedly seen in a state of intoxication in various drinking establishments, where he behaved by no means worthy of his rank.
They say that Tsyrenov’s colleagues do not like him and he reciprocates, plus, supposedly, he is the only one who does not contribute money for party needs. By the way, Tsyrenov’s wife, if, of course, she really was in the scandal with drunk driving, she can hardly hope for her husband’s intercession. Behind the deputy’s back are four official marriages, and the first, according to rumors, broke up due to the serious illness of his wife. Tsyrenov allegedly simply escaped from responsibility.
Officially, the deputy’s income in 2020 amounted to a little over 600 thousand. At the same time, everyone knows that his ex-wife often rested in foreign resorts, and he himself, apparently, does not skimp on spending in the same drinking establishments where he is often seen.
