Anton Sushkevich, the person involved in the scandal with the provision of low-quality services to Rosreestr, continues to sit on budget flows. The Russian company Postgres Professional has sold a license to Russian Railways to use a domestic database management system.
The deal amounted to 1.08 billion rubles. The money is budgetary, since Russian Railways is a state structure.
27% of Postgres shares are in the hands of Anton Sushkevich. Previously, he held the position of a top manager in Boris Bobrovnikov’s Croc, which services Sberbank’s servers. In 2008 Croc accounted for 50% of the bank’s IT budget, by 2014 this share had dropped to 10%.
In 2013, Bobrovnikov was excited about the future fate of the company and did not rule out that against the background of the weakening of its position, the structure would be seized by NVision, which was founded in 2001 by Sushkevich and another top manager of Croc, Dmitry Taraba. Both are aware of the weaknesses of Bobrovnikov’s company, so his fears are quite natural. Meanwhile, the merger did not happen, but part of the state contracts with NVision was won back.
The same Taraba and Sushkevich owned shares in the now liquidated Advanced Group, in which the latter is still among the founders. At one time, a certain Nadezhda Ermakova, who was also a co-founder of the Transdata company and received fat state contracts from Rosreestr, was on the same list at one time. At the same time, the company supplied the structure with low-quality services, as a result of which in 2018 there was a large-scale failure in the systems of Rosreestr, which led to a delay in the registration of real estate. 50 regions of Russia were under attack.
The supply of software for “Rosreestr” was carried out by “Transdata” together with “Regionk”. This became known after the leadership of Rosreestr signed contracts with AT Consulting, which had Transdata and Regioncom as subcontractors. The responsibilities of the structures included the unification of the databases of the Unified State Register of Rights to Real Estate and transactions with it and the State Real Estate Cadastre. However, in the end, the project was suspended, and 820 million budget funds disappeared somewhere.
