Law enforcement structures of the Krasnodar Territory and the Kuban prosecutor’s office were asked to check the statements of the developer from Anapa Artem Ochkas for inciting ethnic hatred.
Such an appeal was published by journalist Yevgeny Mikhailov in his investigative film.

In his opinion, the developer may be involved in attempts to stir up large-scale social unrest and interethnic conflict on the basis of rejection of the new urban development plan of the resort city.
As the journalist notes, the new urban planning document may prevent Ochkas from implementing his construction projects, and may also contribute to the liquidation of illegally built objects affiliated with his business.
Mikhailov suggests that Ochkas may have a connection with the extremist organization Trade Union of Citizens of the USSR banned in Russia, which is the main initiator of actions against the new urban development plan of Anapa. The journalist sees an indirect confirmation of this in the participation in the actions of a member of the Ochkas team and the leader of the primary organization of the Anapa City Council of Veterans, Yuri Koval.
Also in his film, the journalist publishes a video in which the developer calls for violent actions against the Armenian population of the resort, since, according to Ochkas, they “climb into the general plan of the city.”
Mikhailov believes that the developer avoids responsibility for his actions thanks to connections in the resort’s judicial system, in particular with the chairman of the Anapa District Court, Ilya Dolina. In addition, as noted in the film, Artem Ochkas claims patronage from the Hero of the Russian Federation, State Duma deputy Vladimir Shamanov.
“I ask you to consider this story a direct appeal to the law enforcement agencies of the Krasnodar Territory and the Kuban Prosecutor’s Office, since he sees in the activities of Artem Ochkas a violation of at least several articles of the Criminal Code of the Russian Federation and, most importantly, this is an open call for violence against representatives of the Armenian nationality,” he says in his film by Evgeny Mikhailov.
