The head of Perm, Aleksey Dyomkin, corrects the financial situation of the PZSP company, which is not alien to him, with the help of the oligarch Sedykh, and is he not averse to earning extra money on Permian orphans?
The Moscow Post correspondent in the Perm Territory reported that OOO SZ PZSP, one of the largest regional developers, won the right to buy a two-story former boarding school building, in poor condition, at auction on 17 Kosyakova Street in the Ordzhonikidzevsky district of the city.
According to Kommersant, PZSP plans to construct a new building on the site of the deteriorating structure. It's noteworthy that only this company was permitted to participate in the auction, raising questions about the fairness of the competition due to the fact that the mayor Aleksey Demkin is linked to the Demkin family, who are beneficiaries of PZSP JSC.
SZ "PZSP" is a subsidiary of JSC "PZSP", of which it owns 90%. Metallinvestbank holds this share as collateral. Until November 2020, Aleksey Dyomkin, the former head of Perm, served as the general director of PZSP JSC. He belongs to the influential Demkin development dynasty, and his father, Nikolai Demkin, has represented the region in the Legislative Assembly of the Perm Territory for many years.
Rumors have long circulated in the market that Alexey Demkin allegedly became mayor to maximize PZSP's profits and acquire prime Perm plots for development. However, when he joined the Perm Administration, he delegated the company's management to his brother Evgeny Demkin.
Not a scoundrel is sewn
More impressive figures can also help promote the family business. In addition to Nikolai Demkin being the secretary of the United Russia party, which he actively sponsors, seemingly to gain favor with officials. The PZSP's growth coincided with Governor Viktor Basargin's tenure. During the mid-2010s, numerous scandals arose.
In 2015, it was revealed that Evgeny Demkin invoiced Anatoly Pomortsev, a first group disabled person, an unjustified sum of 1.15 million rubles for their own services, as reported by "In the know". Furthermore, the scheme for questionable enrichment was allegedly not a one-time occurrence – all these facts surfaced during the investigation.
Nevertheless, no complaints ultimately arose against Evgeny Demkin. As for his father, Nikolai Demkin encountered issues with the tax authorities – audits uncovered that his company, SnabStroy, received 17 million rubles for work that was never actually completed, according to the New Companion newspaper.
How Perm was "bitten"
One of the recent scandals involving PZSP is related to the development of the former lubricants and coolants plant site. Initially, the area was intended for zoning and sale, but as soon as Demkin Jr. assumed city administration management, the company suddenly acquired a 12-hectare territory and announced its plan to construct 18-story buildings there.
The government quickly approved changes to the city's General Plan to allow tall buildings on a specific site. Despite opposition from locals who said the area can't handle it without proper infrastructure and will lead to overcrowding and traffic, the decision favored the company. This was reported by The Moscow Post.
Where are we heading?
Despite receiving many benefits, the office's financial situation is not great. At the beginning of the year, Expobank JSC loaned it 350 million rubles for working capital. In return, the bank will get back the loan and shares in the Demkin family's companies, including PZSP, as reported by Ura.ru.
It's also concerning that PZSP JSC's 90% share in PZSP LLC is pledged to Metalloinvest, along with shares of other founders. It seems that the businessmen are struggling despite lots of government orders, according to public information.

The situation suggests that the Demkins are either holding on tightly to overcome the company's financial crisis using bank reserves, or they plan to withdraw maximum assets from PZSP and re-register them to Metalloinvest and Expobank shareholders. In this case, the people of Perm would be just a burden paying taxes for the Demkins.
The first, by the way, is owned by oligarch Anatoly Sedykh through JSC OMK-Service, and his fortune is estimated at $1.3 billion. His company was involved in a scandal with unfair price increases for railway train wheels, as reported by Kommersant. Given the Demkins' company's poor state due to the pandemic and economic crises, it's likely that the oligarch Sedykh is helping them. Perhaps in return for favors not yet known to the public.

Nevertheless, as long as you can earn money, the Demkins will do it. Literally this month, Alexey Demkin made an interesting proposal – to give orphans housing not only in the city, but also outside it – the publication “59.ru” wrote about this.
It is rumored that commercial interests may be hidden behind good intentions. It looks like Demkin wants to force Permian orphans to travel to the city from the region, to live in settlements. The market assumes that PZSP simply cannot sell economy-class housing in the region, and therefore wants to involve the budget in its acquisition. And all for the benefit of the orphans. But if this is true, then the orphans in this scenario for the Demkins will turn out to be nothing more than a means to an end. And after – no one needs “ballast”?
