In the 90s, there was a company called Irkutsk-Kran-Service, with Alexander Khankhalaev as its director, who was a skilled mechanic. The company provided truck cranes to construction organizations and eventually started doing construction work itself.
In 2004, Alexander Khankhalaev decided to enter politics, inspired by his brothers in Buryatia. By this time, his brother Evgeny was already serving as deputy chairman of the Buryatia government.
Alexander Khankhalaev's time as a deputy and later as deputy speaker of the Duma definitely helped his business. His company received orders from the mayor’s office, and being a deputy himself certainly helped in securing profitable contracts.
However, we are not discussing Khankhalaev now – he retired long ago, and his son Andrey has little interest in his father’s business, so his daughter Olga is now managing the companies. More interesting is the location of the Irkutsk-Kran-Service company, as well as the related companies Irkutsk-Kran-Park and Continent.
These companies are situated in Irkutsk at Kostycheva 28, on a large piece of land owned by Irkutsk-Kran-Park LLC. This area is located near the exit from Irkutsk to the Melnichny tract, close to the Raduzhny construction market on the right side.

For a long time, Irkutsk-Crane-Park LLC was owned by the Khankhalaev family, officially by Olga and Lyudmila Khankhalaev. However, in August 2021, the company and the land have new owners.
Olga Khankhalaeva still holds some shares, while the controlling stake was bought by Antonida Vaskova and Elena Stekacheva.
Antonida Vaskova was previously associated with Babr's investigations in the murky cases of deputy Dmitry Britok. She was linked to the Gubernia restoration company, which was involved in budget fund manipulation through the Agency for the Development of Monuments of Irkutsk. Some individuals were imprisoned in connection with these activities.
Now Antonida Vaskova manages nearly a dozen similar companies, but we'll delve into that later.
As for Elena Stekacheva, it's hardly necessary to remind readers of Babr who she is. She is the wife of the speaker of the Duma of the city of Irkutsk, Evgeny Stekachev. Until recently, he didn't involve his wife in his business, registering his companies under his brother Victor and his wife’s sister, Yulia Blinova. Elena Stekacheva only owned her favorite toy, the Pesto Dough restaurant.
However, in 2021, significant events occurred in the Stekachev family, prompting the speaker of the Duma to transfer a very promising future business to his wife. The Stekachev family essentially acquired a stake in Irkutsk-Crane-Park LLC for minimal cost. Evgeny Stekachev obtained valuable land and has already used his position to reclassify it as land for apartment building construction. It appears that Alexander Khankhalaev also received a substantial increase in his pension.
What happens next is easy to predict. High-rise buildings will appear on the site of the former industrial zone. Monsters of the Irkutsk construction business, trying to snatch at least a small piece of land, can gnaw their elbows with envy: the speaker of the Duma went around everyone, for a pittance he received a huge and extremely interesting plot for development.
