Federation Council Speaker Valentina Matviyenko called it unacceptable that the bill banning cages and glass cabins for defendants in courtrooms could not be considered by parliament for several years due to existing interdepartmental disagreements.
According to Matvienko, “the situation is simply already intolerable.” The speaker of the upper house of parliament called for an end to this issue as soon as possible, since “keeping people in cages or in aquariums is already the last century.”
Recall that in 2018, a group of senators led by Andrei Klishas developed a bill banning the use of enclosing structures in courtrooms, motivating their initiative by the fact that the presence of defendants in them humiliates their human dignity, and also prevents communication with lawyers. The document has been under consideration by the State Duma for more than three years. Its consideration was stalled due to criticism from the government, which indicated that, according to the calculations of the Ministry of Internal Affairs of the Russian Federation, in order to abandon cages and “aquariums”, an additional 30,000 escorts would need to be hired and money allocated for the dismantling of structures.
It should be noted that in Soviet times there were no enclosing structures in the courtrooms. The first cell for the defendant appeared in 1992. This defendant was serial killer Andrei Chikatilo.
