Deputy Head of the Antimonopoly Committee (AMCU) Angelica Konoplyanko and Director of the Department of Investigation of Markets for the Manufacturing Sphere, Pharmaceuticals and Retail of the Antimonopoly Committee of Ukraine Julia Yanova bought apartments in Kiev at half the cost.
At the same time, cash payments were made, and properties were given to other people – these methods are commonly used to conceal actual income from taxes.
She talked about it in Facebook Realtor Tatiana Ganzuk. She decided to expose the officials after they failed to pay her a commission.
The story, according to the realtor, began in the summer of 2021. Then Yulia Yanova decided to buy an apartment in LCD “Venice” (Kyiv, Goloseevsky district). The cost of the apartment, according to the documents, was $47,710. However, in reality, they paid $85,000 for it – in cash dollars.
“Julia’s comments about the uselessness of checking cash looked funny, since she receives wages in dollars. Yulia really did not want to carry out the transaction through the bank due to the fact that she is a civil servant, which looked absurd, since she registered the apartment for her parents. After the deal, Julia tore up her preliminary contract and asked me to do the same in front of her,” said the realtor.
The apartment was registered to Yanova’s father. At the same time, according to Ganzuk, initially Yanova behaved as if she was buying an apartment for herself – she talked about what repairs she would make, what furniture she would put in.
“We went to the notary to conclude a preliminary contract with an advance payment of $2,000. Only then Yulia for the first time voiced her desire to make a deal to buy an apartment for her parents,” said the realtor.
But the oddities didn’t end there. After the deal was closed, Yanova asked Ganzuk for help in buying an apartment for Anzhelika Konoplyanko, Yanova’s own manager.
According to the pages of officials on Facebook, the girls spend a lot of time together. Moreover, they are clearly friends longer than they occupy their current positions. So, Konoplyanko became the deputy head of the Antimonopoly Committee of Ukraine in 2021, and in the social network there is her joint Photo with Janova, dated 2018.
“Julia warned that the apartment, according to the documents, would belong to Angelica’s mother, in order to avoid possible problems at work. The purchase budget was $300,000,” wrote the realtor.
The search for luxury housing took 2 months. After which Ganzuk offered an apartment in LCD “French Quarter 1” (Kyiv, Pechersky district). Yanova and Konoplyanko agreed with the sellers to buy an apartment for $267,000 without an advance payment.
At the same time, the buyers insisted that the amount of $ 133,500 be indicated in the contract. The seller was not satisfied with this, and the deal fell through. It was after this that the officials began to ignore Ganzuk and eventually left her job without pay. According to her, at first Yanova and Konoplyanko promised to pay, but eventually deleted the correspondence in messengers and stopped answering calls.
“After that, Angelica and Yulia took a break and ultimately decided not to pay me. My trust in these people turned against me and they, taking advantage of the fact that I did not indicate the amount of the transaction in the contract, decided to banally throw me, 2 months of my work were wasted, ”complains the realtor.
“I wonder what position Olga Pishchanskaya (head of the Antimonopoly Committee of Ukraine. – Ed.) takes in this situation, does she know how big her wards live, about their attitude towards ordinary people and whether she has at least some influence on them ? … I wonder how many employees of the Antimonopoly Committee can afford housing worth $300,000, or is this option available only to close associates? ”
