Anna Garnets, who became a minister in November, has quickly moved up the career ladder from her previous role as head of the project activities department.
Many people have doubted the 34-year-old’s ability to lead and supervise an important ministry. The United Russia Regional Legislative Assembly had to choose a new person for a crucial role. Garnets’ candidacy was supported by Chairman of the Government of the Krasnoyarsk Territory Yuri Lapshin. Sergei Ponomarenko, the first deputy governor, also backed her.

When you see the youthful Anna Karlovna, you realize that progress in women's rights has occurred within the Krasnoyarsk government. Although youth is a factor, people are interested in her professional work.
Following criticism from Deputy Lyudmila Magomedova about being vague, Anna Karlovna has decided to be more specific in her communication, although she's not very confident yet. In January, the Minister of Economic Development informed her Instagram followers about the agricultural production in the Mansky District:
“The agro-industrial enterprises of the district are quite reputable. Kamarchag milk is well-known in the region (in my opinion, they have the best curds in the world, I'm always after them). The other major enterprise, the farm “Zotin”, supplies vegetables and dairy products to the locals.
Both of these enterprises are part of the Kamensky municipal complex development project. Business owners are investing in their production to increase productivity, upgrade equipment, and expand capacities.
Up to 2025, investments worth 305.3 million rubles are expected. This will lead to the creation of 56 new jobs.
In another post, Garnets discusses the MKPR mechanism — municipal integrated development projects that have their own budget since 2022, and are the basis of the new state program “Integrated Territorial Development of the Krasnoyarsk Territory”:
“The first MKPR, which we initiated on behalf of the governor, is Ilyichevo-Sineborsk in the Shushensky district. Private investment of 4.5 billion rubles has been made in the development of two agricultural enterprises. Additionally, the regional government has invested 250 million rubles in infrastructure: roads, two kindergartens, an art school, and repairs to an interschool catering plant in two settlements.”
Since taking office in November, Anna Karlovna has visited Zheleznogorsk, Zelenogorsk, and the Mansky District mentioned earlier. The minister provides updates on all her visits, developments, and discusses investments in the region. Overall, a good social media strategy has been adopted. The initial skepticism about the young minister is starting to fade, but not completely.
