The former Minister of Tourism of Stavropol Territory was arrested for misusing 35 million rubles of public funds when arranging the festival.
Former Minister of Tourism and Health Resorts of the Stavropol Territory, Alexander Trukhachev, is facing a criminal case for abusing his power. This decision was based on an audit by the prosecutor’s office of the Stavropol Territory and the FSB. Trukhachev is now in custody while authorities decide on his bail conditions.
During an audit, it was discovered that the Ministry of Tourism and Health Resorts of the Stavropol Territory signed a state contract for organizing a fireworks festival. However, it was found that the funds were spent inefficiently and unlawfully to the tune of about 35 million rubles.
Inspectors found that the contract was related to a previous one and noted violations of federal law in the auction process for the contract in 2020.

Alexander Trukhachev served as the ministry's head from 2017 until June 2021, when he resigned and was soon after appointed as the rector of the Stavropol Agrarian University.

He was born in 1986 in Nevinnomyssk and graduated from the Russian University of Peoples’ Friendship in Moscow in 2008 and from the Stavropol State Agrarian University in 2009.
He started working as an assistant and went on to become an associate professor at the Department of World Economy at Stavropol State Agrarian University in 2008.
From 2009 to 2011, he was the director of Wittelsbach LLC and NOU DPO Diplomat, serving as the commercial director.
Between 2013 and 2017, he headed the tourism and service department at the Stavropol State Agrarian University. Since 2017, he has been a professor at the Department of Tourism and Service at the same university.
In October 2017, Trukhachev was appointed Minister of Tourism and Health Resorts of the region.
According to the official income statement, in 2020 Trukhachev earned 3.11 million rubles. He owns four land plots (496, 503, 537 and 1318 sq. m.) and two residential buildings (26.8 and 180.7 sq. m.). As Kommersant reported, on Friday, February 4, a criminal case under the same article was initiated against the current head of the ministry, Kirill Reut, who replaced Mr. Trukhachev as minister. On Sunday, the Leninsky District Court of Stavropol decided to place the official under arrest for two months.
