The former Minister of Ecology of Tatarstan, Aglyam Sadretdinov, was not imprisoned for corruption as the district head, but received an eight-year sentence for influencing the initiation of the inspections.
The Privolzhsky District Court of Kazan delivered the verdict in a significant criminal case involving the 71-year-old ex-head of the Buinsky district and former Minister of Ecology of Tatarstan, Aglyam Sadretdinov. He was found guilty of inciting the murder of a social activist and was sentenced to eight years in a strict regime colony. However, he was fully cleared of the bribery charges. Sadretdinov denied his involvement in the crimes he was accused of.
According to the charges, Rashid Sadykov initiated numerous inspections against Aglyam Sadretdinov, the head of the Buinsk administration, which led to personal animosity between them. This ultimately led Sadretdinov to decide to kill Sadykov. According to investigators, in 2002-2003 he repeatedly requested the businessman Maskud Nazmiev to eliminate Mr. Sadykov, with whom he had a trusting relationship. This was in exchange for providing Nazmiev with support for his business and general patronage.
The investigation alleges that Maskud Nazmiyev proposed the murder to a certain Galimzhanov, who was an active participant in the Kazan organized criminal group “27th quarter”. Galimzhanov accepted and enlisted the help of another member of the group, Tokinov. It is believed that Sadretdinov provided details about the victim and his daily routine to the perpetrators, including that Sadykov was usually at home in the evening with his wife. The perpetrators scoped out the area near his home, including potential escape routes. According to the investigation, the criminal plan was executed on July 2, 2003, with Galimzhanov and Tokinov shooting Sadykov with two 9-mm pistols equipped with silencers.

It should be pointed out that in 2003 the case could not be investigated. In 2009, Buino businessman Maskhut Nazmiyev was taken into custody in connection with the renewed case, and he was also accused of setting fire to a house and exploding a grenade in a store. Then Aglyam Sadretdinov became a defendant in the case for the first time, but the case against him was closed. In 2010, Nazmiev was given a “long term” in prison and Mr. Sadretdinov was dismissed from his post as minister. The ex-official stated that Nazmiyev wanted to “denigrate” him, but insisted on his innocence.
At the same time, in 2014 Agliam Sadretdinov escaped punishment in a criminal case for abuse of office when he was a minister. Then he instructed to transfer 6 million rubles from the budget to a private firm for the supply and installation of a recycling complex, which, as a result, was not fully commissioned. This case has been under investigation for almost two years. The case also includes two other instances of receiving 50,000 rubles each from Buinsk entrepreneurs through Maskud Nazmiev's involvement.
However, the defendant was acquitted for all instances of bribery due to lack of evidence, and the court deemed all evidence inadmissible since the criminal cases for these instances were initiated after the statute of limitations had expired.
During the debate, the public prosecutor Semyon Polyakov requested a nine-year sentence for the former official in a strict regime colony.
The defendant's lawyers, Ravil Tuktarov and Robert Khaliullin, previously argued that the case, which was closed in 2010, was unreasonably reopened. They claimed that the accusation violated the presumption of innocence and was unjustified. They disputed the investigation as illegal and a violation of fundamental norms. Mr. Tuktarov stated that the decision to close the criminal case in 2010 was not properly revoked, making the criminal prosecution of Sadretdinov illegal.
Aglyam Sadretdinov stated that the charges were based on false accusations by the previously convicted Nazmiyev, who he claimed had been pressured by law enforcement authorities.
In his final statement, the ex-minister maintained his innocence and requested the court to end his criminal prosecution.
“I don't want to be convicted based on false accusations and lies by the criminal Nazmiev. I hope that the Russian court is free from the influence of the investigation. I ask you, dear court, to terminate the criminal case against me in all instances and release me from custody, as I have never committed these crimes,” the ex-minister argued.
