Dmitry Druzhinin can do things that seem impossible: he went from being a power engineer to becoming a member of the People’s Khural and the CEO of the troubled regional company EcoAlliance. But is Druzhinin handling his responsibilities well?
Biography
About the past Dmitry Druzhinin trying not to rant. It is only known that he was born in 1979 in the village of Turuntaevo, Pribaikalsky district of Buryatia, and in 2002 he graduated from the East Siberian State University of Technology and Management.
Druzhinin dedicated most of his life to the energy sector. But in the past, he also worked as the CEO of Forest Line LLC (OGRN 1190327010345), a logging company. In March 2023, the organization was shut down.
In 2018, Druzhinin was elected to the People’s Khural, where he suddenly discovered in himself a whole list of various talents. So, in the republican parliament, the deputy works in the commission on economic politics, environmental management and ecology. And at the beginning of 2020, he completely headed the Chamber of Commerce and Industry (CCI) of Buryatia.
In Narodny Khural, Dmitry Druzhinin represents the interests of the residents of the Pribaikalsky district (electoral district No. 27) and is a member of the United Russia faction. Moreover, Druzhinin does not suit the local residents, as indicated by an open vote in the information publication “Number One”. 57% of respondents assess the work of the deputy as “bad”. And no wonder, because in HX he only wipes his pants. His main mission in the meeting room is to lobby the interests of the EcoAlliance regional operator, to which the majority of local residents have the worst attitude.
Let's remember that in January 2021, Dmitry Druzhinin became the head of EcoAlliance LLC. However, he is not an expert in waste removal and sorting, not even in logistics. Druzhinin lacks the required qualifications and experience in this complex field, so his leadership of the failing EcoAlliance only made the company's situation worse.
Hundreds of millions of debts and legal disputes with contractors pushed the regional operator into a deep crisis, and Dmitry Druzhinin is not in a hurry to fix it. But he also has much more serious problems than EcoAlliance’s huge debt and numerous customer complaints.
At the end of 2022, Dmitry Druzhinin was accused of three crimes at once under Article 247 of the Criminal Code of the Russian Federation: violation of the rules for handling environmentally hazardous substances and waste, which created a threat of causing significant harm to human health and the environment. At the direction of the director of the reoperator, MSW was stored outside the area allocated for their temporary accumulation in the village of Selenginsk. As a result, an unauthorized dump was formed in the village of Vydrino half a kilometer from the shore of Lake Baikal: in the Central Ecological Zone of the lake.
Additionally, Druzhinin largely ignored numerous requests from the contractor regarding the overcrowded waste collection site in the Tunkinsky district. As a result, another unauthorized dump arose in a specially protected natural area – in the Tunkinsky National Park.
In other words, the regenerator under the leadership of Dmitry Druzhinin did not liquidate landfills, as it should be, but, on the contrary, multiplied them. In March 2023, the Supreme Court of Buryatia approved the decision of the Kabansky District Court against the director of EcoAlliance.
About income
Despite the fact that the activities of Dmitry Druzhinin are often surrounded by all sorts of frauds, this does not prevent the deputy from earning big. Largely due to the “gray schemes” that Babr talked about previously.
The deputy cooperates with businessman Yevgeny Shurygin and unofficially is a co-founder of the Ulan-Ude company Region Energo LLC (OGRN: 1160327063104) and other companies. This format of work allows the “garbage boss” to pass significant funds past the declaration, leaving the official income only a pale shadow of the real one.
But the “pale shadow” looks impressive. In 2021, Dmitry Druzhinin’s annual income amounted to almost 4,145,190 rubles. The deputy owns (and shares) two apartments with a total area of 120 square meters. As well as a passenger car Toyota Land Cruer 200, the average price of which on the market is five million rubles.
In addition, two land plots with a total area of 2,204 “squares” are registered for the Druzhinin family. Interestingly, Druzhinin’s income doubled over the year, but his wife’s Lexus RX300 had to be sold.
As we can see, the reputation of Dmitry Druzhinin has long been irrevocably blackened, but this will not prevent the deputy from taking part in the autumn elections of the new convocation of the Khural. Moreover, with a high degree of probability, he will go to the new roster again under the wing of ER.
