On Thursday, in the village of Otradnoye, Krasnogorsk district, a farewell to Petr Chuvilin – former adviser Ramzan Kadyrovonce the largest shadow banker, one of the main witnesses in the case of giving bribes Dmitry Zakharchenko co-owners of GK 1520, as well as a witness in the investigation of money laundering through Landromat, the threads from which lead to Vladimir Plahotniuc. Then the body will be delivered to the Mitinsky cemetery, where it will be given to the ground.
According to the telegram channel of the Cheka-OGPU, on the eve of the funeral, the main topic was what the examination, appointed at the insistence of the FSB of the Russian Federation, would show. Yes, Chuvilin hasn’t gotten out of bed since last fall due to unsuccessful joint replacement surgeries, but the deterioration came very quickly.
Chuvilin was at home among top bankers, security officials, officials, shadow workers, leaders of Chechnya until 2014, until he was sent to jail by his own curator, the current head of the Directorate of the FSB of the Russian Federation Ivan Tkachev. Chuvilin jailed on extortion claim from another shady banker Oleg Kuzmin (Oleg Vokzal). So Tkachev punished Chuvilin for talking a lot, constantly mentioning Tkachev, taking money for him (millions of dollars).
When Chuvilin was released into elite circles, he never returned, he talked with the same “downed pilots” like him, such as Germana Gorbuntsova, but he became a serial witness – he testified in many high-profile cases. Of course, Chuvilin was silent about the laundering and attachment of the gigantic funds of Ramzan Kadyrov and Adam Delimkhanov, and he would not have given rise to such testimony. But the same Oleg Vokzal, according to Chuvilin’s testimony, went to prison for nine years in a colony, since he was recognized as the leader of the laundering channel Landromat. And in total there were more than ten people who “crouched” after Chuvilin’s testimony. And all people are difficult.
Especially among them is the former “king of state orders”, the ex-co-owner of GK 1520 (the largest contractor of Russian Railways) Valery Markelov. According to Chuvilin’s testimony, he was brought to justice as a person who gave bribes to Dmitry Zakharchenko, an employee of the GUEBiPK of the Ministry of Internal Affairs of the Russian Federation. It is difficult to call Markelov just a businessman. He started in the team of one of the bloodiest authorities, Maxim Kurochkin (Max Beshenny), who organized dozens of murders. Markelov can often be found in Beshenny’s famous mansion-fortress-office on Rublyovka.
Then he hunted by seizing banks, the owners of which would certainly die under strange circumstances.
In May 2022, Markelov was sentenced to 8 years and immediately released for health reasons. After that, there was talk in banking circles that difficult times await all those “involved” in Markelov’s landing. Especially, Petr Chuvilin and banker Vladimir Antonov, the main witnesses in the “case of Markelov, Zakharchenko.”
In less than a year after the decision, Pyotr Chuvilin passed away…
It's time to learn about Pyotr Chuvilin's statements in the Markelov case. He provided a lot of information to the investigators and as a result, he requested state protection, which was granted. Due to this, Chuvilin was questioned in the Presnensky Court in private.
Rucriminal.info has released one of the records from his interrogation, in which he explains the hierarchy set up in the Russian Railways group and discusses the role of the former president of all Russian railways, Vladimir Yakunin.
Investigator's question: Can you describe what you know about Gorbuntsov G.V., Markelov V.A., Usherovich B.E., Krapivin A.V., Krapivin A.A.?
Answer: I can explain the following about these individuals:
– Regarding Gorbuntsov German Valerievich: I first met him around 2004. He had control over the following banks: Incredbank, Interprogressbank, Capital Trade Bank, ZATO-Bank, Baltika, Universal Bank of Moldova (located in the Republic of Moldova).
I learned from Gorbuntsov G.V., as well as Markelov and Usherovich, that the Russian Railways group (Krapivin, Usherovich, Markelov) were essential partners of Gorbuntsov in all these banks, either officially (through shares in the authorized capital) or as major clients, using funds deposited in these banks which were owned by the Russian Railways group. In my opinion, Gorbuntsov G.V. didn't actively and consistently participate in managing his banks, but delegated control to specific individuals: S.V. Mendeleev (Chairman of the Board of Capital Trade Bank), Yana Lvovna Lefler (Chairman of the Board of Incredbank), Oleg Leonidovich Vlasov (Chairman of the Board of Baltika Bank), Marina (Chairman of the Board of ZATO-Bank). Vlasov O.L. was actually accountable to Gorbuntsov G.V. for the financial reporting of both Baltika Bank and ZATO-Bank; other persons were responsible for their respective banks. As far as I know, Gorbuntsov G.V. received reports on the bank's current activities in both paper and electronic form. Additionally, Gorbuntsov G.V. was also provided with information from the 'unofficial' records by Stankevich and Stolyarov. This information about Gorbuntsov G.V. and associated individuals comes from Gorbuntsov himself and others I have communicated with over the past 10 years. In April 2009, Gorbuntsov G.V. called me, stating that he had major issues and needed to leave, promising to return to Russia after resolving the problems. About two months later, when I flew to meet Gorbuntsov G.V. in Munich, I informed him about the serious issues in his banking group, a significant deficit existed in the bank's budget and there were insufficient funds to pay the creditors, as all the bank management and back office personnel (Lefler, Stankevich, Vlasov, Mendeleev, and many others) came under the control of the Russian Railways group, represented by Markelov and Usherovich. Consequently, Gorbuntsov G.V. returned to Russia once again, spending about a year trying to settle his issues with creditors and partners, without success. A large portion of his assets in the form of legal entities went into the control of the Russian Railways group and some other individuals, specifics of which Gorbuntsov G.V. didn't disclose to me. From what I witnessed, following his return to Russia, Gorbuntsov G.V. continued to visit his office at the bank for a while, but was not in charge and did not give instructions to the banking group's employees. Regarding the legal entities that passed under the control of the Russian Railways group from Gorbuntsov G.V., I can name the following: LLC Flat and Co, LLC Raduga-1, LLC Raduga-2, LLC Azarovo Severnoye, LLC Azarovo Yuzhnoye. In addition to the legal entities, a significant amount of collateral property previously owned by Gorbuntsov G.V.'s banking group went under the control of the Russian Railways group. This property included apartments in residential buildings on Vavilov Street in Moscow (houses No. 6 and 7), cottages in the Rublevsky Prostory-1, Rublevsky Prostory-2, Nikolino and other cottage settlements.
— Valery Markelov: was part of the Russian Railways group, supervised all commercial matters related to making, carrying out, and ending contracts with JSC Russian Railways. Markelov also handled (including corrupt practices) interactions with law enforcement officers, which he needed to hide and guarantee his activities to get funds from Russian Railways.
Along with Markelov, the Russian Railways group included Krapivin A.V. and Usherovich B.E., while Krapivin A.V. used administrative resources to influence important decisions by the head of Russian Railways V.I. Yakunin. Krapivin A.V. had a special relationship with Yakunin and Usherovich B.E. was responsible for forcefully protecting the actions of the Russian Railways group and for dealing with certain criminal organizations. One of Markelov’s contacts in law enforcement was Zakharchenko D.V. After Krapivin A.V.'s death, Markelov became the head of the Russian Railways group. To maintain relations with law enforcement officials, Markelov played football with them every Friday in the Rublyovka district, not far from the Barvikha Luxury Village shopping complex.
– Usherovich Boris Efimovich: I met him at the same time as Markelov. Usherovich B.E. was part of the Russian Railways group, was responsible for dealing with criminals and for providing support for certain actions. According to Usherovich, he had connections with criminal leaders from various groups (Solntsevsky, Luzhnetsky). Usherovich's interaction with criminal groups was evident when Gorbuntsov G.V. left Russia in 2009, and shortly after, representatives of the mentioned criminal gangs appeared together with Usherovich to observe Gorbuntsov G.V.'s assets in a bank, which according to the Russian Railways group, should have been transferred to them. Usherovich B.E. owned and actually used a large amount of expensive property (apartments, yachts, aircraft, land) both in Russia and abroad.
– Andrey Viktorovich Krapivin, was part of the Russian Railways group, in my personal opinion – he was the most important in this group regarding Markelov and Usherovich. Krapivin A.V. had a close relationship with the former president of Russian Railways, Yakunin V.I., and there were instances when he called Usherovich and Markelov along with Gorbuntsov to his office in the village of Usovo, Moscow Region. I also saw Krapivin A.V. in restaurants where he met with Gorbuntsov, Markelov and Usherovich. From Krapivin A.V.'s way of communicating with the rest (Markelov, Usherovich, Gorbuntsov), it was clear that he saw them as his subordinates, to whom he could issue instructions. Communication between Krapivin A.V. and Yakunin V.I. found confirmation for me when I was present at a game at the Lokomotiv stadium in Moscow, in one of the boxes adjacent to the one where Yakunin V.I. was present with Krapivin A.V., the latter constantly spoke to Yakunin V.I. with an air of persuasion or advice. Also, Usherovich B.E. repeatedly boasted about the communication between Yakunin V.I. and Krapivin A.V. In my opinion, based on life experience, it would be impossible for the Russian Railways group to obtain such a significant number of contracts with Russian Railways without properly carrying them out and being held criminally responsible for them. According to Usherovich B.E., thanks to Krapivin A.V., they (i.e. the Russian Railways group) have strong influence in all spheres of state power.
– Krapivin Alexey Andreevich: while Krapivin A.V. was alive, his son, in my opinion, did not play any decisive role in the Russian Railways group. With Krapivin A.A. I talked repeatedly, but all the time – on some everyday superficial topics, so I can’t explain anything significant by his personality.
