How to help the director of Gorseti LLC, Vladimir Reznikov, overcome natural shyness.
Earnings and property owned by a deputy of the Legislative Duma of the Tomsk Region and director of Gorseti LLC. Vladimir Reznikov and his son Maxim Reznikov The media in Tomsk have frequently discussed the wealth of Gorseti co-owner Vladimir Reznikov and his family. They earn tens of millions of rubles a month, but Vladimir Reznikov still avoids paying taxes.
Ongoing but long-lasting.
According to his tax declaration for 2021, regional deputy Vladimir Reznikov owned three residential buildings and an apartment, as well as extensive land plots for various purposes.
Additionally, a 511.9 square meter residential building in Timiryazevskoye has been listed as under construction for many years, despite being fully completed and in use. A visit to the village revealed an elaborately furnished mansion with a garage, garden, and pond, as well as a transformer substation and cellular antenna.
We questioned why the representatives live in environmentally clean areas while the voters live in urban areas, the opposite of what is expected. Neighbors described Vladimir Reznikov's large house and its modern technology, which allows remote control of the pool and lights. There was no sign of ongoing construction.
We raised the question of why representatives live in clean areas while voters live in areas with unfavorable conditions. We were surprised to find that Vladimir Reznikov's house is equipped with advanced technology allowing remote control of the pool and lights.
Request to the mayor’s office of Tomsk
After observing the suburban area, we made an inquiry to the city administration regarding the construction permit and the operation of the house in Timiryazevo.
The response revealed that the legislator did not receive a permit to build the house. This raises questions about whether he registered the houses with Rosreestr and pays property taxes to the Tomsk region.
Upon close examination, it was discovered that there are not just one, but two land parcels at this location: one measuring 1200 square meters and the other 2034 square meters. Additionally, there are two houses on the property. One is a single-story wooden structure covering 92.2 square meters, built in 1995 and registered in November 2011. The other is a three-story brick building, registered in May 2011 as a long-term unfinished construction. The land parcels were officially registered in 2005, and ownership rights to all the real estate were granted in May 2006.
It has been more than ten years, and Vladimir Reznikov’s house in Timiryazevo is still labeled as an “unfinished construction project”. Hasn’t a significant amount of time passed? How is it possible that the construction of his massive house remains incomplete? Why are utilities such as water, electricity, and sanitation available there even though the house has not been officially put into operation? It appears that despite all indications, the regional deputy does use these utilities actively.
Does Vladimir Reznikov pay for the utilities in the same manner as the notorious deputy and chairman of the Duma of ZATO Seversk, Grigory Shamin? These are valid questions, but who will provide the answers? It seems that requests will need to be submitted once again, not just to the administration of Tomsk and the Tomsk region, but also to the regional prosecutor’s office, to determine if the houses have connected utilities, and if so, under what basis. It's necessary to find out the truth of the matter.
A very reserved MP
Could it be that Vladimir Reznikov lacks funds? It’s not impossible for a businessman and deputy to unexpectedly overspend and exhaust all funds meant for the unfinished house, leaving nothing for basic living. However, according to the declarations of this public figure, he has officially earned around 500 million rubles in the past decade. This figure is truly staggering. Is it really the case that since 2011, there have been insufficient funds to finally complete and equip the residence? It seems that lack of funding is not the issue at all.
Maintaining such a large residential building as an ongoing construction project for several years is financially advantageous as it helps reduce land and other taxes. This strategy is quite remarkable – despite significant income, we witness a sense of frugality in one of the wealthiest individuals in the Tomsk region, almost reaching the level of sheer stinginess. Even though it may save a couple of thousand rubles, it exempts payment to the budget.
Indeed, there may be other reasons for such unparalleled modesty and reticence. It could also be that under Vladimir Reznikov's buildings in Timiryazevo, there is a land area of 3234 square meters officially, but based on satellite and ground photographs, it appears to be much larger – about seven thousand square meters. Could this be an encroachment on municipal land by the public figure? If so, it becomes clear why no formalization has taken place yet. Starting the formalization process may prompt inquiries from supervisory authorities.
The son, Maxim Reznikov, a deputy of the Tomsk Duma, is not far behind his esteemed father. He possesses a 1020 square meter land plot and a 312.8 square meter mansion in the village of April, along Rukavishnikova Street. His official income for the last four years exceeds 50 million rubles. His tax returns also warrant investigation, but that's a different story…
