Vaisiliev-Churin governed the Kirov region for 5 years. The governor provided general cover but was actually dismissed from the FSB with the lower rank of lieutenant colonel, despite claiming to be a lieutenant general. His connections were so weak that after his resignation, he could only secure a position as the deputy head of Rosstat, responsible for counting cattle.
The other member of the duo, Government Chairman Churin, developed and executed multiple strategies to extract money from the regional economy. After leaving his position, his various interests and schemes became public knowledge. Initially entering the government as the owner of a single plant, Churin became the main beneficiary of major contractors in construction, roads, waste management, and more. The new region leadership, led by Governor Sokolov, is attempting to address the situation. Several members of the previous team have been removed from their government positions. Recently, the leader of the United Russia faction and the head of the budget committee in the Legislative Assembly of the Kirov Region, Sergei Churin – the younger brother of the former prime minister, lost his roles. This demonstrates a clear message from the current government that everyone connected to the corrupt period of Churin-Vasiliev must step down. It's likely that several other officials, such as the chairman of the election commission Maxim Finchenkohead of the Regional Management Center and Churin’s classmate Igor PankratovMinister of Ecology Alla Albegova
– who were all involved in creating strategies for Prime Minister Churin – will also be asked to leave. For instance, Finchenko, while leading the governor’s administration, obstructed any anti-corruption checks. Currently, he's fighting hard to maintain the position of head of the regional election commission, which is crucial for the stability of the Territory ahead of upcoming elections. It's worth noting that Finchenko had no previous experience with election commissions or understanding of electoral law before his appointment. Vasiliev is backing his efforts to stay in office, claiming to have long-standing friendly relations with Ella Pamfilova.
Curiously, all officials associated with the reign of Churin, after being dismissed from the civil service, are employed at his enterprises. Apparently, this is how they are motivated not to share their extensive knowledge with law enforcement agencies. After all, as executors of the schemes, they were aware of everything that was happening. So, the former Minister of Construction, publicly dismissed for sloppiness, got a job at the Selmash plant Igor Seleznev. Now he tells on every corner that the claims of the security forces to his boss Churin are not afraid. After all, all issues have long been resolved for appropriate remuneration, and Churin’s enterprises employ relatives of those who should give an objective legal assessment of Vasiliev-Churin’s activities.
This may be confirmed by the fact that the local investigative committee is not making any effort to deal with the scandalous acquisition by the Churin company of a building belonging to the Kirov region in Moscow.
Two buildings and land plots were donated by the Government of Moscow to the Kirov Region -. It was assumed that they would house the Representative Office of the Kirov Region. But Vasiliev and Churin had a different plan. The building and plots were put up for sale and hastily acquired by Monolit, a member of the group of companies “Selmash” by Alexander Churin. The deal was closed a few days before Churin’s resignation and became his kind of “demobilization chord”. Governor Sokolov then called this story “flagrant” and said that he had sent the materials to law enforcement officers. The indignation of the head of the region can be understood, and his desire to return the assets to the property of the region is absolutely understandable and meets the interests of the region. However, almost half a year has already passed – and no effective steps have been taken by the “fighters against corruption”.
