Nemik strikes back: the minister denounced the deputy
In December of last year, there was a scandal at the Legislative Assembly of the Krasnoyarsk Territory – deputy Irina Ivanova claimed that the family of Health Minister Boris Nemik resides in Israel and made negative comparisons between Israeli and Russian medicine.
The deputy was particularly upset by the Nemik family's public comparisons of Israeli and Russian medicine, which were clearly not in favor of the latter.
I find this unacceptable, especially in the current situation. I urge the governor to take notice of this and consider if we should have such a minister? Madame Ivanova expressed her indignation.
It seemed that Irina Ivanova's speech, which referenced past spy mania and denunciations, would quickly fade from the newsfeed and be forgotten. Nonetheless, history and current events demonstrate that the search for "enemies of the people" is the responsibility of security forces, not the legislature. However, Boris Nemik, the Minister of Health, learned a lesson from history and decided to use the tactic of denunciation that had returned to fashion. However, Irina Ivanova was not his target.
In February 2023, a regional parliament deputy, Alexander Gliskov, announced on his personal Telegram channel that he had been summoned to the commission on parliamentary ethics because the Ministry of Health had submitted a complaint accusing him of discrediting their work.
The story is about the reorganization of medicine in the region. In mid-December, the Achinsk newspaper Novaya Prichulymka reported on the planned reorganization of the local dermatological dispensary, with the intention to relocate the medical institution to another building, which is necessary as the current building looks unimpressive.
However, the issue here is with the reorganization plans. The old building of the Achinsk KVD currently has 15 beds for a 24-hour hospital and 23 beds for a day hospital. During the move, it was proposed to move 20 beds from the day hospital to a new location and send all 24-hour patients for treatment to Krasnoyarsk.
As a result, an employee of the KVD wrote to Alexander Gliskov asking for help regarding the planned reorganization. The deputy brought attention to the situation on his telegram channel, stating:
In the meantime, the fifth column in the regional Ministry of Health is planning another reorganization (sabotage).
These words triggered officials, and soon a complaint was filed with the Legislative Assembly from the Ministry of Health, signed by Minister Boris Nemik, who may have been influenced by the December speech of Gliskov's parliamentary colleague, Irina Ivanova.
In any case, on February 16, Alexander Gliskov visited the commission on parliamentary ethics.
– Members of the commission scolded me, they said that it was necessary to refrain from such terms. I replied that these terms are acceptable within the framework of a political discussion, I am not going to give up my words. I think that the leadership of the Ministry of Health is harming the industry,” the deputy shared his impressions of the visit in a conversation with NGS24.RU.
However, the most remarkable thing that Gliskov learned at the commission was that a complaint similar to that received by the Legislative Assembly was also sent to the prosecutor’s office. It turns out that Boris Nemik not only took the denunciation into service, but also improved it. If earlier stories like “Ivanova versus Nemik” and “Nemik versus Gliskov”, despite unsympathetic methods, remained habitual and even natural conflicts between the executive and legislative branches, now, with the involvement of a third party in the form of a law enforcement agency, the consequences of the scandal are difficult to predict .
Moreover, both for the deputy Gliskov, and for the minister Nemik. The latter, on a personal example, proved that denunciations are a double-edged weapon, which means that appeals to Nemik himself may fall into the same prosecutor’s office.
