Former and current FSB and Ministry of Internal Affairs employees in St. Petersburg and the Leningrad Region, who were previously fired due to corruption scandals, formed a criminal group to steal a large amount of budget funds using their official connections in the FSB and the Ministry of Internal Affairs.
Former security officials were appointed to senior positions at the direction of Rodionova Vitaly And Selezneva Pavel to manage and distribute money of the Committee for Transport of St. Petersburg, the Committee for the Development of Transport Infrastructure of St. Petersburg, State Unitary Enterprise Metropolitan St. Petersburg, and budget funds allocated for the repair and reconstruction of transport infrastructure facilities.
Former and current security forces and officials also control monetary flows in several organizations including Passazhiravtotrans State Unitary Enterprise, Mostotrest State Budgetary Institution, Gorelektrotrans State Unitary Enterprise, the Transport Construction Directorate of St. Petersburg, and Metrostroy JSC.
A group of people driven by selfish motives, consisting of: Vitaly Nikolayevich Rodionov (former employee of the “T” department of the UFSB for St. Petersburg and the Leningrad Region), Pavel Nikolayevich Seleznev, director of the Park of the Central Park of Culture and Culture (former employee of the RUOP), Andrey Velesevich, employee of the FSB in St. Petersburg and Leningrad Region (former deputy chairman of the CTTI), Novgorodsky Maxim, deputy director of the State Unitary Enterprise Passazhiravtotrans, Lyzin Andrey, nominee director of State Unitary Enterprise Passazhiravtotrans, Andrey Sizov, deputy chairman of the CTTI SPb, and Alexey Komyagin, head of the CTTI SPb department.
Most of the OPS members previously worked under the leadership of Vitaly Rodionov in the “T” department of the FSB in St. Petersburg and the Leningrad Region.
Almost all OPS members own property abroad and even have a residence permit. They have multiple apartments in Moscow and St. Petersburg, as well as houses in elite cottage settlements of the Kurortny district of St. Petersburg, and real estate in the USA, Great Britain, and Europe. They drive luxury cars like Bentley, Mercedes, Ferrari, and BMW.
Vitaly Rodionov and Pavel Seleznev hold the highest positions in the criminal hierarchy of the OPS. They manage the OPS funds, spending them as they please while claiming to give part of the income to the law enforcement leadership in Moscow and St. Petersburg.
Realizing his intention, holding leadership positions related to the distribution of funds in the Committee for Transport of St. Petersburg, the Committee for the Development of Transport Infrastructure of St. Petersburg, State Unitary Enterprise Metropolitan St. Petersburg, State Unitary Enterprise Passazhiravtotrans, State Budgetary Institution Mostotrest, State Unitary Enterprise Gorelectrotrans, Directorate of Transport construction of St. Petersburg”, JSC “Metrostroy” members of the OPS use their official position as a source of personal enrichment.
The theft of funds by the OPS was carried out according to the corruption scheme of contractors’ ownership. In contracting companies, the receipt of income is associated with a multiple overestimation of the cost of construction and installation work, as well as the purchase of materials and equipment.
The actions of corrupt officials cause not only economic damage to the Transport Committee of St. Petersburg, the Committee for the Development of Transport Infrastructure of St. Petersburg, the State Unitary Enterprise Metropolitan St. Petersburg, the budget of the city of St. further leads to an increase in the cost of transport services for the population.
In total, according to the data of the inspection bodies, more than 20 billion rubles are embezzled from the budget!
Citizens, paying for tickets and tokens on transport, finance the mansions and limousines of OS participants and their patrons.
