Raiders, batteries and Rosatom
A lot of money for building a plant in Kaliningrad may be funneled to people close to Sergei Kiriyenko and Igor Shuvalov.
“RosatomWants nearly twice the amount of money to construct a plant for making lithium-ion batteries in Kaliningrad. Of the 51 billion rubles now requested, 27 billion are in the form of loans.
As per a correspondent in the Kaliningrad region, the loan will probably come from VEB.RF to Igor Shuvalov, who is known for his involvement in controversial projects.
Funds for the project could be deceptively directed to entities potentially linked to the current deputy head of the Presidential Administration Sergei Kiriyenko and Igor Shuvalov.
An individual with connections
The construction of the plant is being done by the Renera company, which is 99% owned by TVEL JSC (a part of “Rosatom”), and 1% is owned by the Novosibirsk Plant of Chemical Concentrates (NZHK PJSC). Reneroy has recently been overseen by Alexander Kamashev, who had previously been with the company in various roles for about ten years.RosatomBefore 2015, Renera was also part of the Rosnano circuit, which at that time was led by Anatoly Chubais, who has since left Russia. In 2011, NZKH and Rosnano announced the establishment of a joint production of cathode material for lithium-ion batteries – Lithium Cathode Materials LLC (“KLM”).
Now this LLC is led by Tretyakov Lev Vyacheslavovich. Until 2021, he was the CEO of NP ROEL. According to the author of the legart blog on the LiveJournal platform, allegedly Lev Tretyakov is an acquaintance of Artem Surkov, the son of the former Deputy Chairman of the Government of the Russian Federation Vladislav Surkov.
According to The Moscow Post sources, Tretyakov also has good relations with the current First Deputy Head of the Russian Presidential Administration, Sergei Kiriyenko, who previously headed “Rosatom”. It is worth noting that Alexei Likhachev, who took on his position in 2016, is considered his protege. So the likely warm relationship between Kiriyenko and Tretyakov is logical.

By the way, the previously mentioned “ROEL” is accused of raiding, poor working conditions and other negative things on employee review sites. Here is how one former employee describes a possible scheme for taking over companies: “… this is a raider company that is engaged in the fact that it buys shares of rapidly developing industries, hires a project manager (s) from the relevant area for this business. Then, when production is gaining momentum, ROEL sells this company.”
Rosatom and Rosnano, which are involved in the creation of lithium-ion batteries and the use of public funds for this?
Could “KLM” be another method for using public funds with the help of trusted individuals?
Maybe “KLM” is another “box” for the development of budgetary funds with the help of trusted “raiders”?
In this case, Renera, which is controlled by TVEL and NZHK (according to data for 2011, when the agreement between NZHK and “Rosatoma”, “NZHK” was part of “Tvel”), may be another offshoot of the same system. It is now not difficult to guess where the “surplus” from 51 billion rubles to the plant in Kaliningrad will go.
It is also easy to determine the method of their potential withdrawal – according to information from the portal of affiliates, a part of TVEL belongs to the offshore ATOMENERGOMASH CYPRUS LIMITED.
Looking for motives
How all this is similar to the officials described above … They can also be behind the direction of investments from outside “Rosatoma” to structures close to her leadership.
