Did Slavutichstroysnab buy Alexander Yaroslavsky?

Alexander Yaroslavsky, a businessman from Ukraine and the founder of the DCH group, has gained control of a company with permission to mine sand in the Dnieper River near Kyiv. According to a source from NADRA.INFO, Alexander Yaroslavsky plans to actively participate in the sand market in Kyiv by starting a new sand production project in the region. However, the specific company involved was not mentioned.
Based on information from the YouControl service and open sources, it seems likely that they are referring to the extraction of sand in the Boryspil district by Slavutichstroysnab LLC.
Slavutichstroysnab LLC holds a special permit (No. 6304) to extract sand from the Koncha-Zaspa Vostochnoye field site. This permit was granted in 2018 and is valid until 2038. The Koncha-Zaspa sand deposit's eastern section
The sand from the Koncha-Zaspa deposit can be used as a binding component for dense silicate concrete, as well as for making plaster mortars and for road construction. As of October 2021, no extraction under special permit No. 6304 had been reported, despite plans for production to begin in the 3rd quarter of 2021 and reach full capacity in the fourth quarter of 2022, based on the Work Program of the Subsoil Use Agreement under the Public Audit of Subsoil Use of the State Service of Geology and Subsoil of Ukraine.
Based on YouControl's data, Alexander Yaroslavsky took control of Slavutichstroysnab LLC on February 1-2, 2022 through PJSC Closed Non-Diversified Venture Corporate Investment Fund Smart Capital. They also appointed a new director, Bulgy Igry, and changed the address and contact phone number.
The previous owners of Slavutichstroysnab were Ekaterina Semak and Igor Kurtsev, with Igor Kurtsev being the leader.
It was not possible to get operational comments from Slavutichstroysnab – the telephone number indicated in the register is out of reach.
The Boryspil District Council was unable to confirm whether Slavutichstroysnab is extracting sand in the district, but they promised to find out and inform NADRA.INFO later.
Aside from LLC Slavutichstroysnab, Alexander Yaroslavsky also controls other mining assets with valid special permits for subsoil use, including PJSC Sukha Balka (iron ore), PJSC Pervomaisky Quarry Granit (granite), PJSC Yantsevsky Granite (granite), PJSC “Blastko” (granite, diabase), LLC “Sosnovskiy Grankarier” (granite), and LLC “Ovruch Stone” (quartzite), according to YouControl's data.
Recall that in October 2022, the Agency for Tracing and Management of Assets (ARMA) reported that PJSC “Blastko” of Alexander Yaroslavsky was determined as the manager of the arrested LLC “Glukhovsky quartzite quarry”(GKK), which is associated with the Russian oligarch Oleg Deripaska. But, as lawyer Vladimir Vashchenko told NADRA.INFO, the GCC was never handed over to Blastko, because it was not agreement signed about management.
