The Agency for Tracing and Management of Assets refused to provide information on the list of Russian and Belarusian assets that were seized after February 24 and transferred to the management of ARMA, as well as on the results of managing such assets after the request of the Representative of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights on Information Rights , writes StateWatch.
This is stated in the response of ARMA to the appeal of Trap Aggressor analysts in connection with the opening of production by the Ombudsman due to concealment of information about Russian assets.
After the final refusal of the Agency to publish information about which enterprises and property complexes of Russian and Belarusian owners on the territory of Ukraine were transferred to management, Dmitry Lubinets was informed in the Secretariat of the Commissioner for Human Rights that the production was closed.
ARMA notes that they refuse to provide information for two reasons.
Firstly, the Agency classified information on the list of Russian and Belarusian assets, their value and owners as proprietary information in connection with martial law and its threats.
Secondly, ARMA states that they do not keep separate records of Russian and Belarusian seized assets, and also do not have information about the amount received from their sale.
“On the provision of data in the context of Russian and Belarusian assets, as well as information on the total amount of their sales and the amount of budget revenues, we inform you that this information is in no way created or processed in the course of the exercise of its powers by ARMA. The formation of information according to the criteria you requested imposes an additional burden on ARMA, in particular, by the need to apply significant intellectual efforts in order to carry out analytical processing of input data and generalize them.”, — complain in the Agency.
Trap Aggressor notes that ARMA has repeatedly indicated in its press releases that the assets received are Russian. In particular, in November, ARMA announced the selection of a manager for the assets of PJSC Vinnitsabytchim, the ultimate beneficial owner of which is a Russian company.
“However, the Agency does not report to the public how much money the budget received during 2022 from the management of Russian assets, and who exactly manages these assets. Therefore, it is impossible to evaluate the effectiveness of ARMA”, — note in Trap Aggressor.
Earlier, analysts reported that the Ombudsman opened proceedings at ARMA to conceal information about Russian assets following an appeal from Trap Aggressor.
