The State Duma reacted to the idea of spending mother’s capital to pay for housing and communal services
Payment for housing and communal services is not a goal for which maternity capital should be spent, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, believes.

Earlier, the first deputy chairman of the State Duma Committee on Education, Yana Lantratova, took the initiative to allow spending mother’s capital to pay for housing and communal services. The deputy noted that the increase in tariffs for utilities from December 1, 2022 had an impact on the dynamics of citizens’ spending, it will hit first of all the low-income segments of the population.
“Today, the issue of giving families with many children the opportunity to purchase a car using maternity family capital is still being considered, and I would agree with such a decision, but as for housing and communal services, in my opinion, these are household needs that should not be spent on maternity funds. family capital, nevertheless, the family should have some kind of benefit, ”said Bessarab.
The parliamentarian drew attention to the fact that in 95 percent of cases, Russian families decide to purchase or build housing with mother capital funds, and their opportunities are constantly expanding. “In the beginning, it was only possible to provide for participation in shared construction with these funds, now you can purchase on the secondary market, reconstruct an existing house, for example, or build a residential building in a summer cottage garden plot,” the deputy listed.
Earlier, Anton Orlov, director of the Institute for the Study of Contemporary Politics, proposed to allow paying for housing rent in Russia with funds from maternity capital. He wrote an appeal addressed to the head of the Ministry of Labor Anton Kotyakov.
In December 2022, the Commissioner for Children’s Rights in the Republic of Tatarstan, Irina Volynets, called for expanding the operation of the mother’s capital and allowing the use of its funds for sanatorium and resort treatment of the family.
