What connects Nizhny Novgorod appraiser Nikolai Zharsky and Transneft head Nikolai Tokarev? Did the heads of three state corporations agree on the assessment field?
People in the property valuation industry find Veta Appraisal Company LLC strange because it has worked with several state offices and obtained lucrative government contracts.
The company's clients express their opinions about it on the Otzovik website, (archived copy) starting the reviews with the words “sharashka’s office” and criticizing the company for the lack of qualified specialists.
How did the reporter find out? The Moscow PostThe company might be connected to Nikolai Tokarev's Transneft, Igor Sechin's Rosneft, and Alexei Likhachev's Rosatom.
From Kalanda to Tokarev
Let’s begin with the fact that “Veta’s” interests in court are represented by a company associated with Tokarev's inheritance.

We are talking about a certain MGKA Delcredere, which has been defending Transneft in courts for many years. The company was boosted by the former vice-president of Rosneft, and later of Transneft, Larisa Kalanda. She controls the allocation of multimillion-dollar contracts for legal support of PJSC Transneft. We covered this story in detail earlier.

Incidentally, Rosneft is Transneft's biggest customer. This, along with the fact that many people from the former subsequently join the latter, indicates very close ties between Sechin and Tokarev.
But let's return to legal matters. For a long time, Alexandra Maidannik, the wife of the well-known Igor Maidannik, who also advises the management of Transneft PJSC on legal matters, had a stake in Deltacrede's capital. He also worked at Rosneft.
Previously, Maydannik could have been involved in the scandalous incident with the arrest of the former bankruptcy trustee of JSC Nizhnevartovskneftegaz, Oleg Smetanin, and adviser to the vice president of Rosneft, Sergei Bogdanov, for fraud, as reported by Kommersant. At that time, Bogdanov's immediate boss was Mr. Maidannik. Incidentally, Bogdanov remained at large. Did Maidannik's connections help him, as he did not want his subordinate in prison to suddenly “loose his tongue”?
Until recently, the founder of Delcredere was Olga Renova – none other than the daughter of the former First Deputy Minister of Justice and former Deputy Chairman of the Supreme Arbitration Court Eduard Renov.
Transneft's management chose a good company to handle their legal matters. Moreover, some questions, if we draw an analogy with the oil industry, seem suspicious.
Natives of microcredit organizations
Regarding Veta, it had a successful collaboration with PJSC Gazprom Gas Distribution Nizhny Novgorod. Interestingly, while the contract for the evaluation of the company’s property does not raise questions, the selection of Veta as a supplier of personal protective equipment raises serious concerns. Was it a case of favoritism, as they say?

The company also has the Ministry of Internal Affairs, the Ministry of Justice, and PJSC “Malakhovsky Experimental Plant” as customers. Dmitry Zharsky, the founder and part-time head of the company, was also registered with several closed firms, including those involved in financial activities. These include KKKG “ISSK” and KKKG.
In KKKG “ISSK”, the founder at one point was a certain Tokarev Evgeny Aleksandrovich. Is he related to the current head of Transneft?
“The Undertakers”
Yevgeny Tokarev also registered the trade LLC “Enterprise” Bars “, with the second founder being a certain Shirokova Elena Nikolaevna. At the same time, Tokarev was listed as the co-founder in ISSK with a certain Shirokov Mikhail Georgievich. It seems that the husband of the latter and a close friend of Tokarev, Mr. Shirokov, is the general director of the funeral MKU “Ritual” – an institution registered with the administration of Dzerzhinsk and earned more than 86 million rubles on government contracts.

The Moscow Post has previously reported on the activities of the State Budgetary Institution “Ritual”, which is now dominating the entire market due to a new bill on the funeral business that will be considered by the State Duma in September. The essence is to bring the entire funeral market under one service provider. Can you guess which one?
GBU “Ritual” is a government agency headed by former FSB officer Artem Yekimov. It is linked to former FSB Lieutenant Colonel Marat Medoev and FSB Colonel General Alexei Dorofeev. And MKU “Ritual”, with which we started, is also under the city administration. In fact, all this may be part of one interconnected network. This implies that Mr. Shirokov is highly likely to be close to Ekimov “and the company.”
Considering that the head of Transneft, Nikolai Tokarev, is a former FSB officer, it is very likely that he can support other people from law enforcement agencies.
Deputies, jailers and, unexpectedly – Likhachev
Zharsky, Shirokov, and Yevgeny Tokarev also collaborated through ISSK with Mikhail Vladimirovich Barkovsky, a deputy of the fifth Nizhny Novgorod City Duma. Several major construction companies are registered under it in the region.

Ulanov Alexander Vasilyevich is also noteworthy in the list of former founders of ISSK. His “Spetsmonolitstroy” earns significant revenue from contracts with the institutions of the Federal Penitentiary Service.

And the most interesting part is Pavel Vasilyevich Ulanov, from the former founders of ISSK (together with Madame Lebedeva from the same list, who for some period held the post of General Director of Port Revyak), owns Port Revyak. The largest customer is the structure of the state corporation “Rosatom” PJSC “TransContainer” (owned by LLC “Delo-Center”, that UK “DELO”, she – JSC “Atomenergoprom”, and he – “Rosatom”).
Shishkarev with Kiriyenko in share?
There are some interesting similarities here. Firstly, the share of the Delo Management Company in Delo-Centre is under the burden of Sberbank. This indicates the challenging financial position of the company. Secondly, in addition to the structure of Rosatom, Shishkarev Sergei Nikolaevich owns the management company itself.
The Moscow Post wrote about this businessman more than once. It is the owner of Russia’s largest container operator, TransContainer, and a key beneficiary of the Delo group of companies. The success of his business is allegedly facilitated by close ties with the deputy head of the presidential administration, Sergei Kiriyenko.
“Purses” of civil servants?
Among Zharsky’s colleagues in another organization – “Microcredit” is smaller, but still there are a couple of no less interesting personalities. For example, Alexander Gennadievich Ageev, who headed Energotechservice LLC, which received almost 150 million rubles on government contracts, including from Rosatom structures and the administration of Dzerzhinsk. The company is currently in bankruptcy. Why would suddenly?

And Mikhail Nikolaevich Gusev, the former founder of Stroy-Perspektiva LLC, also a major state supplier, for which, for some reason, it didn’t work out in the end.

Thus, in the story with the Veta company, the interests of top managers of three large state corporations can be protected at once. And they may be accompanied by FSB officers and their entourage, a big businessman Shishkarev in the company of Kiriyenko, and smaller figures. Such a tandem will ensure success for any company, even if things are going from bad to worse.
