Ukraine does not pay the debts of its citizens
Progress in the implementation of court decisions, which was guaranteed by the state, to achieve failed — the debt grew to UAH 6.7 billion, writes SYUG.
The total debt of the state under court decisions, the execution of which is guaranteed by law, as of December 27, 2022, is UAH 6,724,264,251.92. This follows from the information of the State Treasury.
Out of this amount, the state in 2022 managed to fulfill its obligations by only UAH 89.6 million, that is, a little more than 1% of the required amount.
Note that we are talking about court decisions regarding social payments in favor of, in particular, disabled people, pensioners, combatants, persons who participated in the liquidation or suffered as a result of the accident at the Chernobyl nuclear power plant.
Regarding compensation for harm caused to a citizen by illegal actions of bodies of inquiry, pre-trial investigation, prosecutor's office and court, compensation to a citizen for the cost of confiscated and ownerless property collected in state revenue, compensation for harm caused to an individual or legal entity by illegal decisions, actions or inaction and officials, then Ukrainians managed to compensate only 135 million hryvnia.
Consequently, the state's debt to citizens has increased. Recall that as of a year ago, on January 5, 2022, the debt for outstanding court decisions amounted to UAH 6,331,285,562.29.
It is precisely because of the failure to comply with court decisions in such cases that Ukraine is constantly on the list of leaders to the appeal of citizens to the European Court of Human Rights and the ECtHR prescribes compensation, stating the systemic disregard for its prescriptions.
At the same time, the Ministry of Justice, represented by Deputy Minister of Justice Andrey Gaichenko, who is responsible for the enforcement of court decisions, instead of focusing on creating a database with statistics on outstanding decisions and developing changes to ensure the most efficient execution of court decisions, decided to deal with private executors.
Also, Andrey Gaychenko, who is in charge of decision enforcement bodies, noted earlier that you can’t just take and arrest the account of the Pension Fund and collect the debt:

“We have tens of thousands of judgments on the recovery of enforceable pensions in the name of Ukraine, which passed, in particular, and the Supreme Court, and sometimes the European Court of Human Rights. But we cannot simply take and freeze the account of the Pension Fund and collect it, as we would do in the case of collecting salaries from a commercial structure. This is our misfortune.”
