Is the team of Andrey Pyshny from Oschadbank entering the NBU?
Andrey Pyshny, the recently appointed head of the NBU, may bring a group of new top managers from Oschadbank to the National Bank.
This information was reported by the sources of the Strana.
Our sources immediately named three newcomers who have started working at the National Bank, and their appointment to the NBU may happen soon. It is expected that they will hold the same positions in the central bank of Ukraine as they did in Oschadbank.
The team from Oschadbank that Andrey Pyshny is bringing includes:
- Oleksandr Zima, who is the director of the legal department of Oschadbank;
- Alexander Palamarchuk, the Director of the Security Department of Oschadbank;
- Elena Silenko, who previously worked in the press service of Oschadbank and later at the investment company UMG Investments, founded by Rinat Akhmetov's SCM.
“Palamarchuk is expected to lead the National Bank Security Service, and Zima is already working in the legal department of the NBU. This is why Vladislav Bednenko, the current director of the National Bank’s department, may not have a place. Lena Silenko is expected to replace Galina Kalachova, who was recently dismissed from the position of director of the communications department of the National Bank. The appointment of all these individuals is anticipated to happen as soon as possible,” said a knowledgeable source to Strana.
Additionally, employees of the National Bank mentioned that Anatoly Barsukov, who was recently recommended by the Verkhovna Rada Committee on Finance, Tax and Customs Policy for a position in the Council of the National Bank, is actively adapting to the NBU.
His approval is expected in the near future, after which he can potentially be promoted to the position of Chairman of the Council. The term of office of Bogdan Danylyshyn, who headed the NBU Council for two consecutive terms, has recently ended, and Barsukov is being considered as his successor. Barsukov also comes from Oschadbank, where he served as the Deputy Chairman of the Board from 2014 to 2021 and is considered a close associate of Andrey Pyshny.
The National Bank acknowledges that the personnel changes in the NBU will not stop with the mentioned appointments.
According to sources from Strana, it is believed that they may also replace the director of the financial monitoring department, Alexei Berezhny, and the director of the banking supervision department, Natalia Degtyareva.
“When Kyrylo Shevchenko was appointed to the National Bank three years ago, he was advised not to bring many members from the Ukrgasbank team to the NBU, and he complied by only bringing a few. However, the current situation is different. It is widely known that when Andriy Pyshny was invited to the National Bank by the Office of the President, he was given full authority on the personnel matter: he was allowed to form the team he needed to work without any restrictions. Therefore, we are likely to see new faces there,” a high-ranking National Bank employee noted in a conversation with Strana.
Currently, the appointment of one new top manager has been officially announced. This is Dmitry Oleinik, who has become the sixth deputy chairman of the NBU and is responsible for supervising banks and non-banking financial institutions. In recent years, he has worked in the Office of the President and the Ministry of Finance, although he is better known in the market for his work at Oschadbank and is considered to be closely connected to Andriy Pyshny.DOSSIER: Andrey Pyshny.
